BACKGROUND:
The United States Agency for International Development (USAID) Bureau for Humanitarian Assistance (BHA) is the lead federal agency coordinating international disaster assistance. BHA provides and oversees U.S. Government (USG) humanitarian aid abroad, aiming to save lives, alleviate human suffering, and mitigate the physical, social, and economic impacts of both rapid- and slow-onset disasters. BHA achieves this by supporting at-risk populations in building stable foundations to better withstand humanitarian shocks and stresses.
Through the Bureau for Humanitarian Assistance Support Contract (BHASC), Team Credence provides operational and administrative support to BHA, ensuring the agency’s capacity for humanitarian assistance and 24/7 disaster response. The BHASC comprises five tasks, with Task 3—Field Program Support—ensuring BHA’s evolving field support needs are effectively met.
Global Emergency Group, Inc. (GEG) serves as the Task 3 Field Program Support lead for Team Credence and BHASC. Established in 2007, GEG provides readiness and operational response support services to the Bureau for Humanitarian Assistance (BHA), aiding in crisis response efforts globally. This includes the provision of monitoring, logistics, administrative and other services. While GEG’s headquarters is located near Winchester, Virginia, our team operates worldwide, ensuring a truly global presence and impact.
REQUIREMENTS OVERVIEW
GEG, in partnership with Team Credence, is seeking an experienced Field Monitoring Coordinator (FMC) to oversee and manage the activities of the Field Monitoring Specialists (FMS) working in support of USAID/BHA in Cameroon. The FMC will report directly to the GEG Field Programs Director and will collaborate closely with USAID/BHA program staff. They will also manage the FMS team, overseeing their field visits (including safety and security), ensuring high-quality, timely reporting and delivery of support services. The FMC will ensure that field monitoring is conducted according to USAID/BHA standards, interface as the Team Credence Cameroon focal point with BHA, manage the quality of monitoring reports, provide leadership and technical guidance to the FMS team, ensure the safety and security of all activities and support with a range of required logistical and administrative functions. This position will be based in Yaoundé, Cameroon, with frequent travel to field locations in the Southwest, Northwest, and Far North, ensuring the effective coordination, implementation, and reporting of field monitoring activities.
Scope of Work
POSITION DESCRIPTION
The FMC will primarily manage and oversee the field monitoring operations conducted by a team of FMS in Cameroon. This includes the coordination of field visits, ensuring compliance with monitoring standards, and providing quality assurance for all monitoring reports. When sites are inaccessible to FMS, local enumerators will be utilized to perform partner visits, and the FMC will be responsible for the management of enumerator availability for these visits. The FMC will be instrumental in maintaining the operational efficiency of the team, ensuring that all field monitoring activities are aligned with BHA’s programmatic objectives and adhere to ethical standards, such as the Protection from Sexual Exploitation and Abuse (PSEA) policy.
The FMC will also take a lead role in the training and capacity-building of the FMS team and enumerators, when applicable. This includes onboarding new FMS and enumerators, providing ongoing training, and fostering an environment of continuous professional development. Ensuring that all team members are kept up to date with the latest humanitarian monitoring practices and USAID/BHA standards is a top priority.
POSITION RESPONSIBILITIES
The Field Monitoring Coordinator will be responsible for the following:
- Team Leadership, Security and Management: The Cameroon FMC will oversee the Cameroon FMS team, managing workloads, ensuring that all field visits are planned and executed effectively, and providing guidance on data collection and reporting. The FMC will ensure that FMS and enumerators adhere to USAID/BHA’s monitoring standards, ethical guidelines, and program priorities. Regular feedback sessions and performance evaluations will be conducted to ensure high-quality outputs from the FMS team. The FMC will ensure adherence to good practices in safety and security, acting as the Team Credence person responsible for managing and leading responses to security incidents that impact the FMS team.
- Quality Control and Report Review: The FMC will review and provide feedback on all field monitoring reports submitted by the FMS. This includes ensuring that the reports are accurate, objective, meet BHA expectations and align with BHA’s reporting requirements. The FMC will be tasked with ensuring that the FMS maintain a high level of professionalism and consistency in their reporting.
- Training and Development: The FMC will develop and implement a comprehensive training program for the FMS, particularly focusing on the maintenance of a well-trained and flexible team of FMS consultants. Primary responsibilities include onboarding new team members, refresher training on monitoring tools, ongoing professional development, and organizing refresher training for roster members. This will include staying up to date on USAID/BHA’s technical standards and ensuring that the FMS are proficient in all aspects of monitoring, from data collection to reporting. The FMC will also facilitate the onboarding and refresher training for local enumerators working directly with FMS.
- Stakeholder Coordination: The FMC will coordinate with USAID/BHA representatives and implementing partners to ensure that field monitoring activities are aligned with programmatic priorities. The FMC will be responsible for facilitating regular communication between the FMS and relevant stakeholders, ensuring that monitoring findings are shared, discussed, and acted upon in a timely manner.
- Remote and Virtual Monitoring: If applicable, the FMC will support the FMS in conducting remote site visits and virtual monitoring when in-person visits are not feasible. This may include coordinating with BHA technical specialists and implementing partners to conduct monitoring interviews via phone, video, or other digital platforms.
- Needs Assessments and Special Projects: If required by BHA, the FMC may be requested to oversee the FMS team in conducting needs assessments in areas affected by new or ongoing humanitarian crises. The FMC will ensure that these assessments are thorough, accurate, and aligned with BHA’s program priorities. In addition, the FMC may be tasked with leading or supporting special monitoring projects as required by BHA.
- Program Analysis: The FMC will analyze monitoring data collected by the FMS and enumerators, providing actionable insights to improve program implementation and effectiveness. The FMC will collaborate with BHA staff to interpret findings and provide recommendations to address challenges or improve program outcomes.
- Replication of Best Practices: The FMC will endeavor to learn and share new ideas and best practices that can be leveraged to deliver services to BHA. The FMC will also identify and document effective practices for both security and operations, ensuring these practices are replicated and adapted to improve Team Credence’s mission delivery.
- Logistics & Administration: Given the small size of the Team Credence team in Cameroon, all team members (including the FMC) may be required to support with a range of logistics and administrative functions required for the delivery of services. The FMC will step forward when needed in this regard and coordinate logistics and administrative responsibilities amongst Team Credence personnel in Cameroon.
- Total professionalism, courtesy, and accountability in accordance with the GEG Way throughout all proceedings involved in services provided by Team Credence and Global Emergency Group Inc.
POSITION QUALIFICATIONS
Required
- Bachelor’s degree or higher in a relevant field such as development studies or international relations
- At least seven years of experience in monitoring and evaluation (M&E) of humanitarian or development programs, with at least three years in a leadership or management role
- Experience working in Cameroon, specialized in safety, security, and operations management
- Fluency in written and spoken French and English
- Ability to travel 25% of the time within Cameroon

- Familiarity with USAID/BHA and humanitarian community monitoring practices and standards
- Experience with USAID-funded programs
- Ability to access Anglophone and Francophone areas
- Ordinarily resident in Yaoundé
- Local language skills
REQUIRED POSITION COMPETENCIES

- Ethical Standards: A deep commitment to humanitarian principles, including impartiality, neutrality, and a strong focus on protecting vulnerable populations in accordance with the “Do No Harm” principle.
Travel Frequency
The FMC is expected to be based in Cameroon. The exact number of the days of field visits outside of Yaoundé will depend on the location(s) visited, duration of travel required, and access limitations posed by relevant situations of armed conflict and natural hazards.
Working Conditions
The FMC will work remotely or from the office that will be established by GEG in Yaoundé, Cameroon. The FMC will travel to different sites on an as-needed basis using vehicles provided by GEG or its suppliers. The advisability of safe travel will be determined by the FMC after consultation with the Field Programs Director, informed by local sources and Implementing Partners. The FMC will adhere to security management directives and policies as developed with and advised by themselves in consultation with the GEG Safety and Security Officer and national/regional security and safety support services.
Do No Harm
The FMC must employ “Do No Harm” principles in all work under this contract. The FMC must keep data collected by the FMC coded and stored in a way that respects the confidentiality of all parties.
The FMC is expected to maintain professionalism in the workplace. No stakeholder whom the FMC works with shall be subjected to discrimination in the form of sexual harassment or abuse. Sexual harassment includes sexually oriented verbal or physical behavior that an individual would reasonably find unwanted or unwelcome, considering all surrounding circumstances, which may detrimentally affect the work environment. Abuse, either physical, verbal, or mental, is also prohibited. This may include but is not limited to drug or excessive alcohol consumption, the patronizing of prostitutes, non-adherence to local laws, and other actions that could harm the reputation of Team Credence or GEG. FMC conducting such behavior may be subject to a temporary or permanent ban from their contract.
