Context

Mali is facing a complex humanitarian crisis since 2012 as the multiplicity of non-state armed groups (NSAGs) continue to conduct incursions across different regions of the country. As of 2022, the vicious cycle of attacks and insecurity have rapidly spread further down to the southern part of the country, causing increased fragility and an unprecedented humanitarian crisis in the country.

The Norwegian Refugee Council has been working in Mali since 2013. The organization has a coordination office in Bamako, and field offices located in Mopti (with satellite offices in Tenekou, Koro and Djenne), Tombouctou (with a satellite office in Goundam), Gao and Menaka. A new field office will be operational effective January 2023 in Segou region.

To meet the needs of populations affected by conflict, displacement and climatic hazards, NRC implements programs in Education, Shelter/WASH, Rapid Response Mechanisms (RRM), Information Counselling and Legal Assistance (ICLA), Livelihoods and Food Security, Humanitarian Mediation and Protection from violence.

Role and responsibilities

The purpose of the Head of Support position is to ensure that all support functions are providing high quality and efficient support programme implementation.

  1. Line management for support managers including Finance, HR & Admin, Logistics and ICT
  2. Member of the Country Management Group (CMG)
  3. Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
  4. Facilitate the support function’s strategic input to the development of the Country Strategy and Plan of Action
  5. Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans
  6. Responsible for ensuring quality support to project implementation.
  7. Facilitate the Master Support Budget, country level budgets and BPO development, including assess and monitor costs and resource allocation needs
  8. Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation
  9. Responsible for development of new country specific technical SOPs, guidelines and tools
  10. Responsible for organisational learning related to programme support
  11. Responsible for technical capacity building of support staff

Specific responsibilities

  • Ensure the development, implementation and maintenance of compliance measures in the support department
  • Ensure internal control systems are strengthened and enforced
  • Provide technical support to all areas in HR, Finance logistic and ICT domain where it is needed.
  • Lead the country office’s efforts to ensure cost effective delivery of all support functions, identifying opportunities for cost savings and new and effective ways of working adapted to the changing operational landscape.
  • Guide and support the NRC Mali’s approach to capacity building and training for the country workforce.
  • Support improvement in country office’s compliance system, ensuring the country delivers programmes with the highest adherence to donor and NRC global compliance standards.
  • Development and implementation of in-country policies, and strategies related to financial management, risk management, budgeting and funds management
  • Technical development and continuous adaptation of NRC’s financial and logistics management systems, procedures and tools through innovation, in close cooperation with other departments, donors, NGO partners, and Regional Office.
  • Ensure smooth communication between Bamako and field teams
  • Participate in support related meetings with other INGOs and/or UN agencies
  • Reinforce anti-corruption controls and lead investigations when needed
  • Ensure compliance with local legislation and provide support regarding all legal issues
  • May be required cover as interim CD when the CD is out of the country

What we look for someone with:

  • Post graduate studies in Finance, Operations Management, Business Management,
  • Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
  • Knowledge of the context in Mali and the central Sahel region
  • Solid knowledge of HR, finance and logistics routines in a humanitarian context
  • Experience from working in complex and volatile contexts
  • Allocation of resources and costs expertise
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in French and English, both written and verbal
  • Valid driver’s license
