ESSENTIAL RESPONSIBILITIES

As a strategic partner to the operations and, under the supervision of the General coordinator and in collaboration with HR advisor at HQ, s/he will have the responsibility to:

  • Contribute to the definition and implementation of the mission’s objectives;
  • Participate to the sizing of the HR needs;
  • Define, adapt, plan and supervise the implementation of the Mission’s human resources infrastructures including internal procedures and policies, compensations and benefits, talent management, staff disciplines, career development and learning or team building while respecting the local context and legislation and MdM policies and values;
  • Lead a team;
  • Provide technical support to operational staff on the HR management of the mission.

ROLES:

HR strategy and monitoring

  • Establish and update an HR strategy
  • Work in collaboration with the coordination to define and revise the HR budget and HR needs to guarantee that the mission has the necessary HR capacity in the short, medium and long term
  • Improve the organizational chart, clarifying hierarchical and functional links and follow the set-up for its monthly update, jointly with the coordination and field team
  • Participate to the definition of HR needs in terms of writing project proposals and any amendments
  • Participate in internal reporting (ex: monthly sitrep) and external reporting (ex: donor reports when needed)
  • Ensure that staff are employed in an environment that offers fair working conditions and complies with local legislation and MDM’s vision, values and HR principles

Human Resources administration management

  • Ensure that every employee file is updated according to MDM standards and the quality of the paper archives and HR datas
  • Supervise the HR database’s management, ensuring all important staff information (such as medical licence expiry dates, tax numbers, etc) is complete and up to date
  • Leads on and supervises the monthly payment of salaries and taxes in conjunction with Finance Department
  • Coordinate the monthly follow up of HR tools and ensure sharing with HQ the needed updates respecting the schedule
  • Participate and ensure the rolling out of the occupations and salary grid within the mission as well as the salary policy for national staff and ensure its strict implementation
  • Supervise the administrative and payroll procedures and work with the finance team to ensure timely accurate salary payments
  • Supervise existence, follow up and up to date staff leave plans

Team management

  • Recruit the staff under his/her direct or technical responsibility
  • Provide regular evaluation to the team under his/her direct or technical responsibility
  • Reinforce the capacity building of the HR department staff including accompany and coaching
  • Develop individual action plans and proceed to regular professional evaluations of the team under his/her direct or technical responsibility

Development and implementation of HR Policies and Tools

  • Review and improve the HR policy in accordance with the legal framework of the country and MdM core values (Conditions of employment, payroll process, medical policy, recruitment, training plan, disciplinary, evaluation process…)
  • Ensure complete implementation and application of the MdM HR policies and propose improvements or adjustments if necessary
  • Ensure the necessary HR tools by all field teams considering MDM standards
  • Ensure that all staff are informed and trained about the existing policies
  • Ensure, in collaboration with the medical team, the implementation of medical policy
  • Establish, update and implement the recruitment processes and procedures, and supervise the overall recruitment of national staffs and monitor them
  • Ensure a good knowledge of labour market: in terms of profiles available, level of qualifications, specificities, participating/realise benchmarking studies
  • Take part in disciplinary procedures and investigations
  • Under the General Coordinator, supervision, support the implementation and follow up of the Expat HR policy (ex. housing condition; accompanying status, travel policy) in collaboration with the HQ HR Advisor
  • Support manager to manage conflicts, when necessary, in order to ensure labour legal compliance and to improve manager awareness

Technical support and capacity building

  • Perform regular field visits, to control and supervise the human resources matters, and report to the related coordinators for implementation of key recommendations
  • Review the existing evaluation mechanism for ‘learning and development’ of employees and carry out necessary changes for improvement
  • Centralise and coordinate the annual training plan and support its implementation
  • Develop the yearly training needs assessment, define and coordinate training plan for the mission’s staff
  • Is the responsible and technical advisor for HR and Administration related issues at mission level (recruitment, management and development of teams, contracting, remuneration of staff, etc.) and train staff on HR policies and procedures

PSEA Policy

  • Support the General Coordinator regarding the implementation of the updated MdM PSEA (protection against sexual exploitation and abuse) policy
  • Ensure the implementation of a reporting and complain mechanism related to PSEA as per MdM’s policy
  • Train HR staff on presentation and implementation on PSEA policies
  • Ensure visibility within the offices, on PSEA policies at work and define a prevention plan if needed

Legal Compliance

  • Support the General Coordinator regarding the timely renewal of MdM MoU/Registrations with line ministry
  • Ensure Local Tax laws are followed and deposit is done on monthly basis across the Mission offices
  • Supervise processing expat staff Visas and work permits with relevant ministries, authorities on timely manner. Alert the General Coordinator on any changes in the local regulations, labour or Immigration laws
  • Supervise the organization of all legal documents, contracts in secured file with proper catalogue.
  • Establish and monitor a contract with an employment lawyer

Conditions of the job

Position based in Addis-Ababa. Regular field visits to sites of intervention in Tigray and Amhara and other regions where MdM could implement activities.

About You

Education & Professional experience

  • Three years’ degree in management or HR related studies
  • At least 4 years of working experience in a humanitarian INGO as HR coordinator, administrative coordinator or in HR management
  • Experience in a conflict setting or challenging environment is an asset
  • Experience in capacity building
  • Experience in negotiation and relationships with authorities in a moving and difficult legal context

Technical skills

  • Budget analysis: read, construct, analyze a budget and carry out budget monitoring
  • Payroll analysis: monitor, improve and structure the pay and staff administration

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
