JOB CONTEXT:
HI has been present in Kenya since 1992 and is part of the East African Regional Program, including Rwanda and Uganda. The Kenya operations include Health and Rehabilitation, Social and Economic Inclusion, Inclusive Education, Protection, and Inclusive Humanitarian Action. Projects are within the Dadaab Refugee Camp and host communities in Garissa Region, Kakuma Refugee Camp & Kalobeyei Settlement Scheme, Turkana West Region, and greater Nairobi.

The IM Officer ensures the implementation and exploitation of data collection and operational information management system to support project and program steering by providing access to up-to-date, reliable and relevant data. Under the Regional MEAL Manager, the IM Officer will establish clear ways of working with the technical and operational teams in the country, and the MEAL teams in EAR Program. He or she will ensure implementation the data management through the HI Policies and Standards.

YOUR MISSION:
Mission 1 : Standards and expertise
Responsibility 1: Define the information management and database systems
• Implements, exploits and develops the information management system

  • Mobile data collection
  • Databases
  • Visualisation tools /dashboards
  • Geographic information systems
  • Indicator production
  • Archiving of data sets

• Ensures the coherency and integration of these systems according the IM policy and framework.

Responsibility 2: Ensures the quality of data and compliance with HI standards.
• Trains the teams in charge of data collection and processing (HI and partners);
• Implements procedures for quality control and the definition of information flows;
• Ensures the rollout of internal data management standards;
• Contributes to data transfer exercises between HQ and the field.

Mission 2: Operational implementation
Responsibility 1: Supports operational teams with data analysis and use
• Produce visualisations and analyses of statistics in accordance with needs at projects and programme level;
• Helps operational teams to interpret their data and use it for decision-making purposes;
• Ensures the internal and external dissemination of data by means of adapted communication formats.

Responsibility 2: Puts mechanisms in place to guarantee the protection of beneficiaries personal data
• Carries out impact analyses of data protection on the program;
• Coordinates the implementation of operational procedures and an action plan to reinforce data protection;
• Trains/sensitises the programme teams on good data protection practices;
• Ensures the security of databases.

Responsibility 3: Contributes to the external representation and promotion of HI’s IM expertise
• Upon request, represents HI’s IM expertise in all relevant networks in his or her geographical area of intervention.

Mission 3: Emergency preparedness and response
• Contributes to the programme’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by HI.

YOUR PROFILE :
A. Educational background and experience
• Bachelor’s Degree in Mathematics, Statistics, Economic or IT specializing in data management / Information management or any other related field
• Minimum 2 years of work experience in an NGO with experience in Information management, MEAL Officer or M&E Officer
• Experience with data sharing, data management and data analysis to support policy formulation and implementation
• Ability to use SQL, Power BI, and Microsoft Excel, or similar, to create pivot tables, graphs and charts
