Mobility: High mobility required – availability for short-notice deployments in emergency contexts across WaCA missions

Type of Contract: Fixed-Term based on the need

Objectives

The Emergency Pool Logistics Manager is responsible for supporting emergency interventions by ensuring the technical and logistical feasibility of operations. He/she contributes to the definition and implementation of logistics strategies, supervises logistics activities, and ensures adequate support to medical operations while maintaining high standards of quality and security.

Main responsibilities

Contribute to defining intervention objectives and logistics strategy

Ensure technical and logistical feasibility of emergency operations

Supervise logistics and technical activities and ensure application of MSF logistics basics

Ensure proper supply chain management in collaboration with supply teams

Manage, recruit, train and evaluate logistics staff

Support implementation of technical activities (WASH, construction, distributions, etc.)

Provide surge support to missions during emergencies or peak workload periods

Contribute to emergency response planning and implementation

Participate in context analysis and propose risk reduction measures

Ensure availability and proper management of logistics resources and infrastructures

Ensure reliability of telecommunications and communication systems

Guarantee compliance with MSF policies, standards and quality requirements

Contribute to capitalization of logistics experience and knowledge

Produce regular logistics activity reports

Job requirements

Education

· Minimum secondary education

· Technical or logistics training is an asset

· Experience in technical project management is an advantage

Competencies

· Strong team management and leadership skills

· Ability to work under pressure in emergency contexts

· Strong analytical and decision-making skills

· Good negotiation and communication skills

· Good organizational skills and flexibility

· Ability to work in multicultural and multidisciplinary environments

· Strong stress management and adaptability

Professional experience required

· Minimum 2 years of experience with MSF in logistics positions of management

· Experience in emergency and volatile security contexts

· Strong knowledge of MSF logistics fundamentals and field operations

· Experience in team management and supervision

· Experience with similar NGOs is an asset

Languages Skills

· Working proficiency in English and French (Required)

Computer Skills

· MS Office suite (mainly MS Word, Excel and Powerpoint)

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
