Chemonics International Inc. is a US-based international development consulting firm, operating in over 80 countries. Chemonics seeks a Marine and Fisheries Expert for the anticipated 5-year, $11-20 million USAID-funded Senegal Ocean and Coastal (OCA) Activity, which will leverage the success and continue efforts of USAID’s Dekkal Geej and COMFISH+ activities with strong biodiversity and alternative livelihoods components. The expert will provide technical support for natural resources management and private sector engagement in the marine and fisheries sector on environment, agricultural development, governance, and humanitarian assistance activities. The expert will also provide expert advice on market systems, conservation-enterprise and value chain development, and linkages between food security, sustainable marine and fisheries development, and natural resource management interventions including community based natural resource management and marine protected areas management. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Key Responsibilities:

  • Provide technical expertise in developing environmentally sustainable marine and fisheries.
  • Provide leadership on fisheries and natural resource management issues, meeting and collaborating regularly with senior government officials and partners working with USAID other donor organizations, USAID contractor and grantee organizations, professional organizations, the government of Senegal, NGOs, international organizations, and the private sector.
  • Identifying, assessing, understanding, and systematizing complex issues related to Senegal’s broader economic, political, and cultural realities, which can lead to essential changes or adaptations in relevant policies.
  • Serves as the project chief technical expert and resource person for marine and fisheries.
  • Engage donors, international partners, the private sector, government, and other marine and fisheries development stakeholders.
  • Performs other duties and responsibilities as assigned by the Chief of Party or their designee.

Required Qualifications:

  • A bachelor’s degree from an accredited university (or equivalent) in marine biology/conservation, environment, international development, or other relevant areas; master’s degree preferred
  • Minimum five years of work experience in marine and fisheries and natural resource management in an international development setting.
  • Prior experience working on USAID projects preferred.
  • Demonstrate understanding of marine and fisheries development to improve poverty, nutrition, resilience, and biodiversity outcomes.
  • Must have a strong knowledge of Senegal and an understanding of the country’s development agenda. Knowledge of communication approaches is required.
  • Demonstrate problem-solving skills involving complex or conceptual problems, particularly in marine and fisheries development. Similarly, strong analytical and critical thinking skills are needed.
  • Must be computer literate with advanced skills in Microsoft Word, Excel, and PowerPoint packages and familiarity with social media.
  • English and French written and spoken proficiency required.
