ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the MEAL Monitor position in West Pokot County.

Position Profile:

Under the supervision of the MEAL Officer, the MEAL Monitor will be responsible for supporting the MEAL Manager/Officer in the development and implementation of appropriate and viable monitoring, evaluation, accountability and learning systems that are in line with the ACTED’s global MEAL procedures. S/he will support the implementation of solid MEAL systems and mechanisms that are in line with the global MEAL procedures and deliver effective research/outputs so to inform timely decision making and the adoption of sound corrective measures. S/he will ensure lessons learnt and best practices are discoursed and documented. The MEAL Monitor will contribute to theeffective functioning of beneficiary complaints and response mechanism and enhance the trust and confidence of beneficiaries, identify areas of our work which need to be improved and ensure that ACTED learns from the feedback provided through this process.

Duties and Responsibilities:

  1. Monitoring and Evaluation Systems

    i) Technical and Systems Development

    a) Contribute to the development and updating of the country MEAL strategy, the consolidated MEAL work plan and MEAL frameworks for all ongoing projects;

    b) Support the MEAL Manager to implement the MEAL policies and procedures as described in the ACTED MEAL standard guidelines and make sure that the tools are followed as applicable;

    c) Contribute to an effective roll-out of M&E collection and reporting systems to all staff and partners through training, site visits, manuals, and other technical support as needed.

    ii) M&E Implementation and Management

    1. Support the development of ToRs and mission plans for assessments, monitoring and evaluations (baselines, mid-terms, endlines);
    2. Assist in the development of appropriate data collection and analysis instruments, methodologies (e.g. survey questionnaires, focus group discussions, key-informant interviews) and data/information dissemination/utilization plans;
    3. Assist with data collection activities and ensure that data collection teams are organized and resourced as needed, and that they deliver as per field mission plans and according to data quality standards;
    4. In the absence of a dedicated database team, maintain electronic and/or paper-based MIS systems for tracking and reporting all quantitative data and information including reporting on ACTED’s 28 global strategic program indicators;
    5. Assist in the analysis of MEAL data and help produce reports, factsheets with useful statistical analysis and presentation (charts, tables, histograms, box plots) as necessary in a timely manner;
    6. Provide data to the Project Development Team for use in preparation of reports to donors and other stakeholders, as required;
  2. Learning
    1. Contribute to proactive dissemination and use of knowledge gained through MEAL activities among Project Managers, Technical Coordinators and Project Development Manager/Officers;
    2. Contribute to organizing and facilitating learning events in order to capture best practices and lessons learnt when a project closes or as required;
    3. Document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities;
    4. Support project implementation and improvement by providing timely information around project successes to be scaled up as well as challenges to allow ‘course correction’ throughout life of the program.
  3. Beneficiary Complaints and Response Mechanism
    1. Contribute to the implementation of the Acted Feedback Mechanism (AFM) for the country mission in line with ACTED standard beneficiary Complaints Response Mechanism (CRM) procedures;
    2. Contribute to the proper management of the project CRM central database.
  4. Protection mainstreaming
    1. Promoting of and adhering to Prevention of Sexual Exploitation and Abuse policy and guidelines (for site residents, Acted staff, partner agencies, casual labours etc).
  5. Other
    1. Provide regular and timely updates on progress and challenges to supervisors and other team members;
    2. Participate in MEAL-related conferences and workshops when possible and stay up to date with best practices and new knowledge created in the field of MEAL;
    3. Perform any other related activities as assigned by immediate supervisor.

Qualifications/Skills Required

  • Bachelor’s degree in social science, Community Development or related field.
  • Experience of social research methods to conduct monitoring and evaluation for humanitarian and development initiatives/interventions will be a plus
  • Proficient understanding of Mobile data collection.
  • Basic Statistical analysis and IT skills, including use of Excel for data analysis.
  • Excellent interpersonal and communication skills; the ability to successfully and effectively liaise with a variety of people in a multicultural set up.
  • Ability to communicate in local (Pokot) language will be an advantage
  • Prior experience working in West Pokot county is preferred
  • Experience planning and delivering community engagement approaches, beneficiary communication, communication for development or accountability to communities
  • Experience setting up and managing accountability to community systems i.e. feedback and complaints mechanisms
  • Experience working for humanitarian or development organizations, within the context of developing countries
  • Proven commitment to accountable practices.
  • Strong team player of high integrity, pleasant personality, ability to work under least supervision and meet strict deadlines.
  • Ability to work independently.
