Overview of position:
The position is within the Liquidation Entity (LE) of our client in Bamako. The selected candidate reports to the Chief of the Joint Movement Coordination Center (JMCC), Movement Control, depending on the mission structure & location of the post. The Movement Control Officer will be primarily responsible for the following duties:
Coordinate movement control operations within a field mission.
Perform functional responsibilities in accordance with the requirements & procedures set out in the UNHQ movement control manual & existing Standard Operating Procedures (SOP’s).
Provide credible reports for the repatriation of COE & UNOE.
Coordination with the host country’s civil & military authorities.

Role objectives:
Within delegated authority, the Movement Control Officer, will be responsible for the following duties:
Coordinates the provision of reliable, cost effective & efficient movement control services for transporting passengers & cargo (including dangerous goods requiring special handling) within the area of responsibility.
Provides technical advice to the support elements of a field mission on all aspects of transportation activities.
Participates in preparing the operational plans, performance reports & responses to internal & external audit observations.
Provides inputs to the standard operating procedures for the movement control related processes.
Monitors the quality control procedures to ensure they are implemented for all work processes.
Monitors the accuracy & validity of data recorded in the management information systems.
Monitors the reference documents to ensure that they are currently readily available & accessible to all relevant personnel.
Develops, in consultation with the Chief of Section, Movement Control, cost effective & efficient transport plans, accessing the modalities of different means of transport, examining the costs & benefits of outsourcing transport functions & their feasibility in operational terms.
Evaluates short term aviation, sea & surface transport contracts.
Conducts inventories & physical annual checks of relevant facilities & equipment.
Provides inputs for budget proposals for the field mission’s movement control section.
Participates in coordination of the requisition process with purchasing authorities to ensure that bidding & approval activities meet the required timetable.
Determines technical specifications for movement control services & develops statements of work / requirements.
In consultation with the Chief of Section, Movement Control, provides inputs to responses to UNHQ during the vendor’s evaluation to ensure that the vendor’s proposals meet technical requirements.
Monitors that UN financial regulations & rules are complied with in all activities of the subordinate elements.
Participates in the missions conducted in the field by administrative bodies such as the local committee on contracts, the tenders committee, the local property survey board & boards of inquiry.
Manages the allocation & rotation of appropriate work assignments.
Coordinates the individual annual work plans, evaluates the performance of staff members & recommends / endorses the recommendation of contract extensions for the unit’s staff.

Joint movement control centre duties / passenger booking duties:
Monitors the receipt & registration of customer requests through Movement of Personnel (MOP) & Cargo Movement Request (CMR) forms for transportation of passengers & cargo (including dangerous goods requiring special handling) within & / or outside a field mission.
Plans & schedules the movement of passengers & cargo from military & police guard forces provided by troop / police contributing countries.
Determines the most efficient & cost effective modes of transportation for passengers & cargo (including dangerous goods requiring special handling) within & / or outside a field mission.
Coordinates required transportation activities with the aviation, transport & riverine units / sections & / or commercial transportation service providers.
Liaises with other UN units / sections, non government & government organizations & intergovernmental agencies on immigration & customs matters.
Analyzes projected passenger & cargo flows in order to estimate required resources.
Monitors that statistical data on the movement of passengers & cargo (including dangerous goods requiring special handling) within & / or outside a field mission is recorded in accordance with the established procedures & deadlines.

Supervises the activities of the cargo warehouse.
Monitors the process of excess personal luggage & cargo receipt & registration (including dangerous goods requiring special handling).
Monitors the preparation of luggage & cargo for transportation & ensures that weighting, plastic wrapping & labeling are conducted in accordance with the established procedures.
Ensures that luggage & cargo are labeled in accordance with required destinations.
Ensures the timely coordination of the transportation arrangements to the embarkation facility.

Airfield / air terminal / transport / riverine movement control office duties:
Supervises a team of Movement Control Assistants, Passenger Clerks & Cargo Handlers.
Supervises the provision of passenger & cargo handling services (including dangerous goods requiring special handling) in support of a field mission from the established movement control facility & monitors that all activities are carried out in accordance with the UN rules, regulations & applicable safety procedures.
Monitors the process of compiling passenger & cargo manifests & ensures that manifests are communicated to the aircrew, surface transport & riverine personnel per the established procedures & deadlines.
Monitors that aircraft, vehicles & vessels are loaded in accordance with passenger & cargo manifests.
Monitors that passengers are briefed on schedules, routes, timing & safety requirements in accordance with passenger & cargo manifests.
Monitors check in & check out activities for outgoing & incoming passengers & cargo.
Performs other related duties as required.

Project reporting:
This role reports to the line manager.

Key competencies:
Master’s degree or equivalent preferably in business administration or related fields, supply chain management, economics, logistics, or transport management or bachelors degree with a relevant combination of two additional years of work experience may be accepted in lieu of the masters degree.
Knowledge of Microsoft Office tools such as Word, Excel & Power Point is required.
A valid International Air Transport Association (IATA) or International Maritime Organization (IMO) dangerous goods certification is required.
A minimum of five years of progressively responsible experience in movement control, multimodal transportation, shipping & customs clearance, logistics management or a related field is required.
A minimum of two years of supervisory experience in a position directly related to the two modes of transport (air, sea, road & rail) operations in the international environment is required.
Experience in the use of IATA & / or IMO rules & procedures for the transportation of dangerous goods is required.
A minimum of two years of experience in the United Nations (UN) system or a comparable international organization is desirable.
Experience in international operations in a post conflict environment is desirable.
Experience in commercial freight forwarding is desirable.
For the position advertised, fluency in English (both oral & written) is required.
A working knowledge of French is desirable.
Excellent knowledge in the field of movement control services.
