Overview of position

The MAOA (herein referred to as the “National Assistant ”) will support the management of the demining activity being carried out throughout South Sudan. The National Assistant shall be required to deploy to a field duty station in South Sudan, to support the client’s Field Coordinator & respective Mine Action Operations Specialists (MAOS) during their operational visit to the sub office. The National Assistant’s work shall provide support to ensure the conformance of the demining operations with IMAS & the South Sudan mine action standards.

Role objectives

Support the management & delivery of all demining activities as directed by the line manager (respective Field Coordinator). Expected output include but are not limited to::

  • Keep abreast of South Sudan NTSGs, IMAS & the SOPs of all the client’s implementing partners working in South Sudan, but also with task specific implementation plans.
  • Support the client’s Field Coordinator & MAOS in monitoring all mine action operations, to ensure adherence to the statement of works, the contractors’ work, implementation plans & SOPs, South Sudan mine action standards & IMAS.
  • Support the MAOS & where applicable, the Field Coordinator in conducting operational visits, making the best effort to visit all teams in the AoR at reasonable frequency, minimum once a month.
  • Support the client’s Field Coordinator & MAOS in monitoring & evaluating technical aspects of the mines survey & clearance activities.
  • Contribute as required to monitor reports after visiting operations sites.
  • In the Field Coordinator’s absence or when specifically tasked, act as the client’s focal points at respective sub location (& regions), liaise with & support any relevant UNMISS department, humanitarian agencies & other parties.
  • Support the client’s Field Coordinator & the MAOS in monitoring security situations & sharing relevant information, providing advice on local issues, particularly those relating to ethnicity & social tensions.
  • Under the guidance of the MAOS, participate in panel review of the South Sudan National Technical Standards and Guidelines (NTG’s).
  • Assist the MAOS & where applicable, the Field Coordinator in the preparation of reports for submission to the client’s HQ in Juba.
  • Perform any other task designated by the operations office in Juba.

Project reporting

  • This role works reports to the line manager (respective Field Coordinator).

Key competencies

  • Certificate in Explosive Ordnance Disposal (EOD) Level 3 (or equivalent) is required & any other relevant certifications will be considered additional quality & a suitability for this position.
  • Experience in mine action, in the field of conventional landmine clearance, Battle Area Clearance (BAC) & Explosive Ordnance Disposal (EOD).
  • Minimum of five years of demonstrable relevant mine action experience in South Sudan.
  • Fluency in English (reading, report writing, speaking) is required.
  • Minimum of 5 years of experience in mine action operations is required, this experience can be within the fields of commercial mine action or humanitarian mine action & must include experience in land release in general, landmine clearance, EOD & BAC.
  • Specific competencies in any related field such as application of ground penetrating radar detection systems, mechanical clearance, Mine Detection Dogs (MDD) will be considered additional quality & suitability for the position.
  • A thorough understanding of IMAS, the South Sudan NTSG & IMSMA.
  • Detailed knowledge of all ammunition types encountered in South Sudan.
  • Knowledge of the International Mine Action Standards (IMAS) is required.
  • Experience with the QA & QC processes regarding humanitarian mine action is desired.
  • Computer literacy, experience in the use of MS Office is required.
  • Capability to drive an off road vehicle is a requirement.

Team management

  • This role has no team management responsibility.

Further information

  • Working hours are from 0800 – 1600 hr inclusive of a one (01) hour lunch break, however this may change from time to time depending on workload.
