Background
Under the overall supervision of the Chief of Mission to Ethiopia and Representative to the African Union (AU) and the United Nations Economic Commission for Africa (ECA), and the direct supervision and general guidance of the Liaison Officer – AU & UNECA the National Officer will support the Chief of Mission and Special Liaison Unit Head on SLO’s activities aligning to migration policy and governance.

Responsibilities and Accountabilities:

  1. Lead preparation of the Africa Migration Report writing, plan and manage timelines by maintaining regular contact with all contributors to the Report with a view to ensuring adherence to deadlines;
  2. Undertake a desk review of existing data and research as it relates to the Africa Migration Report and feed it into the next edition of the Africa Migration Report.
  3. Coordinate, collate and review inputs of all contributors to the 2nd edition of the Africa Migration Report;
  4. In consultation with the Chief of Mission and AU Head of Unit, develop the scope of work of all chapters of the Africa Migration Report to serve as a guide to the contributors;
  5. Lead the process of the identification of suitable contributors and editors of the report; and ensure timely circulate relevant information to the contributors and editors of the Africa Migration Report;
  6. Lead the coordination and implementation of the IOM IBM project intended to support AU Member States in the implementation of the Free Movement of Persons Protocol (FMP,) through Integrated Border Management and Governance;
  7. In consultation with the AU Head Unit, coordinate IOM’s input for the preparation of continental policy discussions and debates with relevant HQ departments, IOM missions in Africa and other counterparts, as necessary;
  8. Support the Chief of Mission and AU Head of Unit in generating briefing notes, draft reports and prepare updates on IOM activities as inputs for various regional dialogues;
  9. Prepare responses to ad-hoc requests from IOM regional, continental, and global partners on migration issues relevant to the SLO;
  10. Contribute to drafting papers on migration policy issues and contribute to policy and program formulation by regional and continental bodies;
  11. Perform such other related duties as may be assigned.

Job Requirements

Education

  • Master’s degree in Social Sciences, preferably Political Science, Law, International Relations, Conflict studies, Peace and Security, Migration Studies, Global Studies, Economics or development studies or a related field from an accredited academic institution.

Experience

  • Four years of experience for Master’s degree holder and nine years of experience for BA holders with the relevant professional experience.
  • Proven experience with Government or an Intergovernmental Organization in a related area of immigration and border management, research in development, migration and/or other related topics
  • Advanced analytical and drafting skills
  • Excellent drafting capabilities, communication and negotiation skills;
  • Good analytical skills, ability to interpret information, identify and analyze problems;
  • Good understanding of migration policy and practice, and inter-regional migration dynamics;
  • Good knowledge of project development, administration and evaluation concepts and procedures;
  • Good level of computer literacy, with proficiency in MS Windows / MS Office applications.
  • NGO/INGO experience is a plus
  • Very good communication and interpersonal skills
  • Supervisory/basic managerial skills

Languages

  • Fluency in English and Amharic is required.
  • Working knowledge of French and/or Spanish is an advantage.
