OVERVIEW OF CTG

OVERVIEW OF THE POSITION

An estimated 4.6 million people require humanitarian assistance including 1.5 million reported to be in emergency and crisis, 294,000 children are acutely malnourished and the risk of disease water outbreak is real and protection concerns have increased across the country due to protracted conflict, drought, flooding and IDP evictions. Sustained humanitarian response especially WASH is required to prevent further deterioration of food security and nutrition situation.

International Organization for Migration, UN Agency for Migration is collaborating with the Ministry of Energy and water Resources Federal government to improve access to water and sanitation services in IDPs, rural communities and reduce infant and under 5 mortalities caused by Water, Sanitation and Hygiene (WASH) related diseases. IOM WASH activities includes Emergency water delivery through voucher system and cash-based intervention, construction/Rehabilitation of strategy water supply system for multiple water use for both humans and livestock, community mobilization and awareness-raising on health and hygiene and promote Open Defecation Free (ODF) practices through the Community-Led Total Sanitation (CLTS) approach. The Institutional strengthening and project sustainability activities include training of key government staff on water quality monitoring and the beneficiary communities on essential Operation and Maintenance (O&M).

Under the overall supervision by Senior Programme Coordinator, and under the direct supervision of Project Manager (WASH and Shelter) in close collaboration and consultation with other units as well as the members from the WASH Cluster, the incumbent will provide administrative support, supervision of the project implementation and monitoring/ tracking the financial management and report directly to the IOM WASH project Manager under Preparedness and Response Division (PRD).

GENERAL FUNCTIONS

Role objective:

  1. Provide guidance and coordinate with the implementing partners and service providers to ensure procurement of the WASH supplies and payment are timely delivered including follow-up and tracking,
  2. Follow up of Implementing partner payments including preparing submitting and controlling and tracking in close collaboration with field team
  3. Follow up with field team and finance unit to ensure preparation and liquidation Imprest/petty cash are done according procedures and timely manner.
  4. Manage inventory of WASH supplies and asset movements in close collaboration with COS team, field team and service provider
  5. Ensure compiling project documents, references, partners financial documents
  6. Provide regular updates and correspondence to the project Manager and IOM WASH team on the WASH financial expenditure and advice in close collaboration and coordination with finance and procurement unit.
  7. Facilitate that all the WASH projects meet their intended scope, time, quality and budget. Notify in a timely manner of any change request pertinent and inform of any delay or workaround required for timely completion of activities.
  8. Support financial management of projects in line with internal and donor requirements. Ensuring that the budget lines are respected and monitor burn rates for the effective use of the funds.
  9. Prepare and or review technical specifications, BoQs, drawings of the WASH infrastructure planned to be implemented as necessary in order to guarantee quality of the output and alignment to international and national standards and donor requirements.
  10. Draft and Manage MoUs / contracts with service providers and implementing partners. Work closely with the administrative units of IOM to ensure adequate contracts management; close out procedures and final payments to the contractors.
  11. Plan, implement and monitor procurement and ensuring that the resources are properly utilizing effectively to provide services to the beneficiaries.
  12. Ensure there’s effective and active communication with all the relevant stakeholders. Prepare and submit regular progress reports to the Programme Manager (WASH) indicating progress, constrains and requirements for procurement and financial of the projects across Somalia.
  13. Ensure timely and accurate financial reporting and documentation of all programme activities this includes both projectization. Consolidate and submit monthly, quarterly, midyear and annual donor reports, contribute inputs to project documents, visibilities as well to all internal and external audit.
  14. In coordination with the Programme Manager/Coordinator (WASH), ensure that any needed operational agreement or authorization are obtained
  15. Participate other activities related to the project as deemed by management and represent WASH unit in close collaboration and coordination with other WASH staff members.
  16. Assist in resource mobilization for WASH by identifying funding opportunities in general and budgeting
  17. Assist WASH for periodical communications with the donor as well as the media
  18. Coordinate field visits by WASH staff members for logistics and administrative issues.
  19. Performs such other duties as may be assigned

ESSENTIAL EXPERIENCE

Education:

§ Bachelor’s degree in in Water Resource Management, international relationship, Public Health or related field with 2 years of experience in Water and sanitation sector and/or community development in a reputed organization or company in Somalia.

Work experience:

§ Minimum of 2 years of demonstrable relevant Water & Sanitation experience.

Geographical experience:

§ Minimum of 5 year of experience in Africa (essential).

Languages:

§ Fluency in English (essential) and Somali (essential).
