About the role:
The Portfolio Manager supports the design and delivery of Inclusive Health Initiative (IHI) programmes that contribute to broader country programme goals. Working closely with country offices, national counterparts, and partners, you will support project design, proposal development, and programme implementation while promoting high-quality programme delivery and strengthening CBM’s role as a trusted partner in inclusive health.

This position is only filled locally in one of CBM permanent established entities. (ex: Berlin or Bensheim (Germany), UK (Cambridge or remote), the US (remote), Nairobi (Kenya), Abuja (Nigeria), Lomé (Togo), Yaoundé (Cameroon), Lusaka (Zambia), Addis Abeba (Ethiopia), Guatemala City, Kampala (Uganda), Niamey (Niger), etc.).
Local contractual conditions of the respective country will apply. An expatriation is not intended

You Will:

  • Provide programmatic support in project design, ensuring alignment with the IHI strategy and global best practices in eye health, ear and hearing care, and physical rehabilitation across assigned countries.
  • Guide and support IHI project planning processes, ensuring detailed planning documentation for projects in assigned countries.
  • Monitor the implementation of IHI plans and projects, actively contribute to evaluations, and ensure lessons learned inform future planning.
  • Deliver training to country office programme staff and partner staff on Inclusive Health-related topics, such as inclusion in health projects.
  • Proactively contribute to the development of high-quality funding applications for IHI projects.
  • Monitor policies, trends, data, and research in eye health, ear and hearing care, and physical rehabilitation to inform programme implementation.
  • Foster a culture of learning and adaptive management within the team and across country offices.
  • Support country office teams to ensure data quality and promote the use of evidence for adaptive management.
  • Work closely with Advocacy and Communications colleagues to translate programme data and learning into messages that influence policy and practice.
  • Represent CBM’s programmatic learning and quality initiatives to external audiences, including donors, technical working groups, and other development partners, as required.
  • Participate in relevant networks.
  • Contribute to research and publications to strengthen the evidence base for inclusive health, where appropriate.

These are your qualifications

  • An advanced degree in Public Health, Social Sciences, Development Studies, or a related field.
  • A minimum of 7 years of experience in international development, including at least 3 years focused on health programmes.
  • A strong understanding of trends and policy frameworks in the international health sector, with sound knowledge of project cycle management and logical frameworks.
  • Strong analytical skills, with the ability to synthesise complex information into clear, actionable learning.
  • Proven experience in proposal writing, developing monitoring and evaluation frameworks and budgets, and designing and delivering training to build the capacity of others.
  • Excellent communication, presentation, and writing skills.
  • Strong self-management, time management, decision-making, and problem-solving skills, with an independent, agile, flexible, proactive, and collaborative working style.
  • Fluency in French and English is required, with strong written and verbal communication skills in both languages.
  • Advanced proficiency in Microsoft Office Suite.
  • A demonstrated commitment to disability inclusion and safeguarding principles.
  • Identification with the Christian values and mandate of CBM.
