Context of the mission

Médecins du Monde (MDM) is an International Non-Governmental Organization (INGO) involved in humanitarian interventions, operating in Ethiopia since 1986 in different types of health projects from long-term interventions to emergency response.

In January – February 2019, MdM France (MdM-F) and MdM Germany (MdM- Ge) conducted a joint-Fact Finding Mission in the Somali region. The goal of this mission was to assess the humanitarian needs caused by ongoing drought and conflict and evaluate intervention options for MdM. The assessment covered three zones: Gerbo, Qubi and Lagahida. After successful submission of the project proposal to the German Federal Foreign Office (GFFO), the 24-month project has been launched 1 July 2019.

The project aims primarily to improve access to and the quality of health services with a focus on life-saving Mother and Child Health (MCH) interventions. The proposed activities include ensuring high-quality basic emergency obstetric and newborn care (BEmONC) at the Gerbo health centre; improving MCH services at Molayko health centre. The focus will be on capacity-building, training and mentoring, equipment and medical supplies, and community sensitization. In relation to improving prevention, monitoring and control of epidemics in this region, such as acute watery diarrhoea (AWD) and measles, the focus is also on support of infection prevention and control (IPC)/medical waste management in the 2 health centres and capacity-building in vaccination routine/outreach, cold chain management for staff at the healthcare facilities (both the 2 health centres and the 7 health posts). The screening, identification, management and treatment of acute malnutrition (moderate and severe) will also be improved, using community management of acute malnutrition (CMAM) approach, both at healthcare facilities and through targeted outreach activities in communities. WASH activities will be integrated into the health and nutrition activities, e.g. by ensuring availability of hand-washing stations and drinking water supplies in the 2 supported health centres. MdM F and MdM Ge will implement this new project jointly, with MdM F being the lead in the first year and a coordinated handover to MdM Ge during the project period.

Essential Duties

The Program Coordinator will be the responsible for the implementation of MdM intervention in Gerbo woreda. Key activities areas will include:

Project Management:

  • Work closely with the partner to build capacity and ensure that partnership agreement and activities related to nutrition and WASH in nutrition are in line with the Project proposal;
  • Oversee the management of the medical stock warehouse, including the IN/OUT movements of drugs, consumables and medical supplies to ensure that it complies with MdM and donor procedures ;
  • Develop and maintain relationships with local government officials and partners. More specifically ensure close collaboration with the Woreda Health Office and the Disaster Prevention and Preparedness Bureau (DPPB) representatives; and with other (I)NGOs, donors, UN agencies, local government bodies;
  • Produce monthly reports on project achievements and update regularly the MdM online monitoring tool.

Financial Management:

  • Ensure compliance with donor and MdM procedures;
  • In collaboration with the Admin/Finance Officer, ensure that budget is spent according to donor proposal and regulations and within the appropriate timeframe.

Staff Management:

  • Ensure that both project and implementing partner staff receive appropriate and adequate training by mentoring and coaching them;
  • Hold regular Project team meetings and information sharing through a consultative leadership style and a transparent, honest and supportive communication structure;

Security Management :

  • Responsible for security and safety of the team working in the field;
  • Ensure all staff members working for the project and all visitors receive appropriate security briefings and on-going training in security-related topics;
  • Ensure security plans and protocols for the area(s) of operation are updated and implemented in response to changes in the security situation.

Quality Management:

  • Follow the guidance of the MedCo and MdM Advisors regarding quality of care and ensure that technical guidelines/protocols are in place;

 Hierarchical & Functional links

The Project Coordinator will be based in Gerbo town, Nogob zone, Somali region. S/he will be under the direct supervision of the Field Coordinator based in Jigjiga. S/he will also report to the Field Coordinator while having functional links with the Medical Coordinator for technical follow-up and monitoring of the project. In Gerbo, s/he will be the direct line manager for the project team (one Logistic Officer; one Finance Officer ; one Community Mobilizer; and two Midwives). In addition and in close collaboration with the partner, s/he will provide overall leadership, oversight and management support for the Nutrition and WASH in Nut components of the project, implemented by the partner in Gerbo woreda.

Responsibilities

Context Follow-up :

  • Follow contextual development in Gerbo woreda and prepare an update for the monthly reporting of situation reports (SITREP) ;
  • Proactively monitor the political and security situation in Gerbo and update accordingly Field Coordinator and Logistic Manager in Jijiga ;
  • Ensure timely and accurate security / incident reports are sent to Field Coordinator and Logistic Manager in Jijiga.

Project management:  

  • Support and lead the implementation of the project at Gerbo woreda level;
  • With the support of the Logistics department and in line with MdM protocols, ensure good storage conditions (temperatures, humidity and light exposure);
  • Ensure that the partner carries out appropriate delivery, reception and recording of medical orders and maintain security stock levels;
  • In close collaboration with the Medical Coordinator, report on unusual patterns of consumption as well as forecasting future needs;
  • Identify training gaps and develop capacity building plan for partner and MdM project staff.

Monitoring and reporting:

  • Monitor the progress of Project Logframe indicators via the MdM on-line tool on a monthly basis;
  • Compile monthly project activities report and submit to Field coordinator and Medical Coordinator;
  • Prepare any other report requested by MdM Field Coordinator and/or MdM General Coordinator.

Logistics/Finance/Administration:

  • Monitor follow-up of funds transfers, procurement, financial and activity reporting of partner;
  • Monitor expenditure and budget compliance on a regular basis, and report to Field Coordinator:
  • Prepare budget forecast and submit to Field Coordinator.

Duty station Gerbo Woreda – Nogob zone, Somali region

Contract duration: 6 months with possibility of extension, start immediately

Job Requirements

Expected profile

  • MSc degree in public health
  • Experience in planning and implementation of MCH/reproductive health and nutrition programmes
  • Minimum of 5-year experience in the primary health care services
  • English and Somali language is mandatory (speaking and writing)
  • At least 3 years of working experience with an international NGO in emergency contexts
  • Experience in partnership development and management
  • Strong organizational skills in emergency situations and autonomous in daily operations
  • Excellent reporting skills
  • Good communication skills
  • Fully fluent in Microsoft Word, Excel, and PowerPoint
  • Showing flexibility, reactivity, anticipation, adaptability;
  • Capacity to work and to live in a remote and isolated area
  • Experience/knowledge of the Somali region is a plus
  • Proven experience in medical stock management is also a plus

Médecins du Monde (MdM; French pronunciation: [medsɛ̃ dy mɔ̃d]) or Doctors of the World, provides emergency and long-term medical care to the world's most vulnerable people. It also advocates to end health inequities.

It was founded in 1980 by a group of 15 French physicians, including Bernard Kouchner. It works in both the developed and developing world.

MdM was formed with a mission to provide timely emergency medical care, free of legal and administrative restrictions; to work with local populations to ensure long-term sustainability of healthcare systems; and to advocate on behalf of client populations.

After more than 35 years of work, MdM is a famously active advocate for its beneficiaries, and works to change the underlying inequalities that affect people's ability to access medical care.

MdM was formally established on 1 February 1980. Its goals were "to go where others will not, to testify to the intolerable, and to volunteer".

Its origins lay in a 1979 intervention to assist a drifting boat of Vietnamese refugees in the South China Sea. Kouchner, with volunteer doctors, journalists, and others organized a hospital boat, L'Île de lumière, to provide medical care and to report the refugees' suffering.

MdM was founded as Bernard Kouchner and 14 others doctors split from the group he previously founded, Medecins Sans Frontiers (MSF, or Doctors WIthout Borders). It has been reported Kouchner felt that MSF was giving up its founding principle of témoignage ("witnessing"), which refers to aid workers making the atrocities they observe known to the public.

Kouchner was president of MdM from 1980 to 1982. In 1989, the foundation of MdM Spain paved the way for the creation of the MdM international network. In 2015, the MdM global network consisted of fifteen associations; France (founded 1980), Spain (founded 1989), Greece (founded 1990), Italy and Switzerland (both founded 1993), Sweden (founded 1994), Cyprus (founded 1995 by Elena Theoharous[1]), Argentina (founded 1998), Belgium, Canada and Portugal (all founded 1999), as well as in Germany, the United Kingdom, Japan, the Netherlands, and the USA.
