Purpose:

Reporting to the Head of Programme Implementation and with a technical reporting line to the Country Finance Manager, the Program implementation finance manager will hold overall liaison and oversight for effective support and coordination of the Finance support function in the PI.  The Program implementation finance manager will closely support the HOPI with timely and accurate financial management information for projects to enable timely and informed management decisions for the PI.  Working closely with the CFM, the Program implementation finance manager will provide guidance and support to the HOPI and wider PI team on key aspects of compliance and financial accountability, as required by Plan Egypt donors’ and internal rules and regulations.

Dimensions of Role:

  • To support the CFM in ensuring that all regular monthly returns and month end closing procedures for the PI are completed on time and to the required standard.
  • To work with the wider PI team to ensure that monthly cash forecasts are completed in a timely fashion and ensure available cash at all time for programme and operational costs.
  • To work with the CFM and Grants Finance Manager and PI Finance team members to ensure that all recharges to grants are posted in a timely and compliant fashion each month.
  • To lead support and coordinate the annual budgeting process for the PI working in tandem with the CFM and HOPI.
  • To provide support and guidance to the wider PI teams on major aspects of financial accountability and standards and ensure clear processes are in place to adhere to these.
  • To work closely with the PI finance team to provide timely and accurate financial expenditure management information to the PIM on a monthly basis, for both grants and individual giving funds.
  • To lead the PI monthly financial reporting process.
  • To facilitate audits for the PI, grant or otherwise, to ensure that all required audits are completed on time.
  • To directly supervise and support the Field Finance & Grants Coordinators in the PI locations.
  • To support all types of audit for the PI, to ensure that all required audits are completed on time.

Key End Results and typical Responsibilities:

Processes

  • Oversee PI individual projects from inception to completion, and ensure that all project related income and expenditure is in line with the agreed activities, outputs and objectives of the project.
  • Maintain transparent detailed reporting systems to enable colleagues, Plan Management and external parties to understand the relevant budgets.
  • Lead the monthly review and reforecasting exercise for the overall PI budget, working in tandem with the CO finance team and finance teams in the three locations.
  • Keep the HOPI updated on key communications with the CO Finance team.
  • Provide regular advise on budget versus actual for all POs in the PI and advise budget holders on options to manage PO budgets within permissible variance limits.
  • Monitor the PU balance sheet accounts and provide support to reconcile the balances on a monthly basis
  • Follow up and update all grants financial systems and share information with related staff.
  • Ensure that all financial transactions and reporting procedures are compliant with Plan Egypt and Plan global financial standards and requirements.
  • Closely monitor operational expenditure and commitments for the PI and advise on potential overspends in addition to advising on potential cost cutting measures.
  • Ensure comprehensive documentation of all financial transactions in the PI

Reporting

  • Prepare monthly financial management accounts for the PI to be submitted to the HOPI.
  • Contribute to the Quarterly Reports for the PI
  • Coordinate with the GFM and Field Finance & Grants Coordinators to ensure that all grant reports for the PI are submitted on time and to the necessary standard.
  • Provide inputs for communications with the RO and IH as needed.

Support

  • Coordinate with the field finance team inside Plan Egypt to conduct the financial trainings for the relevant staff at partner’s organizations.
  • Provide support for regular trainings, tools and resources for staff on finance administration donor regulations and budget monitoring.

Contribute in establishing policies and procedures to ensure compliance with all Plan Egypt financial standards and regulations

Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:

Knowledge

  • A minimum of 3 years’ experience  in a similar role in an INGO environment
  • A post graduate qualification is desirable
  • A degree in Accounting plus a professional accounting qualification such as CIS, ACCA, CIMA or equivalen
  • Knowledge of International Financial Reporting Standards, Control standards and Risk management techniques and the reporting requirements of major international grant donors
  • Knowledge of the INGO sector and the financial management issues specific to the sector
  • Knowledge of local  finance laws and  regulations

Skills

  • Proven effective management skills leading teams across several sites and operating in a multi-cultural and matrix management structure
  • Excellent proven financial analytical skills
