Context:

Under the overall guidance of the Chief of Mission, supervision of the IOM Hargeisa Head of Office, and direct supervision of the Migrant Protection and Assistance (MPA) National Program Officer in Hargeisa, the Program Assistant (Case Management) will be responsible for supporting the implementation of return and reintegration projects activities in Somaliland using the IOM case management approach.

The Programme Assistant (Case Management) will also be responsible for supporting the implementation, monitoring, and reporting of all the programs related to IOMs for the Migrant Protection, Return, and Reintegration (MPRR) program. The project is in support of the Khartoum Process countries in order to facilitate orderly, safe, regular, and responsible migration management through the development and implementation of rights-based, development-based, and sustainable return and reintegration policies. Main activities will include: (i) Increasing the capacities of partner countries and relevant stakeholders to develop and strengthen return and reintegration policies and processes; (ii) Facilitating Assisted Voluntary Return and Reintegration processes amongst partner countries along main migration routes; and (iii) Facilitating economic, social, psycho-social and legal support to reintegration of returnees.

He/she is responsible for activities targeting returning migrants, their families, and host communities assisted under the projects and IOM’s AVRR program, as well as government and non-government actors responding to the issues in Somalia.

The selected candidate will perform the following duties:

Core Functions / Responsibilities:

  1. Assist to arrange the logistical & operational activities/preparations needed for the reception of identified applicants/returnees.
  2. Assist the National Programme Officer (MPA) and Senior Project Assistant in setting up reintegration procedures, forms, and databases for returning migrants.
  3. Contact applicants for the AVRR assistance in host countries, conduct interviews to verify family and clan links and support means, and ensure the same with the applicant’s contacts (including clan leaders and identified family or clan members) in Somalia.
  4. Provide reception assistance to returnees, including at the federal member state airports, assist in the provision of onward transportation (OTA) to the returnees’ destination (home), and if security allows, accompany the returnees to the areas of origin as necessary.
  5. Assist in the planning and implementation of the post-arrival reintegration assistances targeting the returnees and their families as well as targeting and implementation of livelihoods support activities that will benefit host communities of return (including by checking and preparing relevant documents in the reintegration process, in coordination with relevant government authorities and private institutions).
  6. Support in the collection and entry (digitizing and encoding into a database), ensuring accuracy and cleanliness of data, and preparing AVRR data for further processing, analysis, and reporting.
  7. Liaise with the relevant government authorities and service providers to establish and effectively run mechanisms of coordinated referral network implementation and assistance that contribute to the sustainable reintegration of returnees and assistance to host/ communities of return.
  8. Conduct Monitoring & Evaluation on returnees assisted with their reintegration to measure progress, identify challenges faced and solutions to facilitate sustainable reintegration, and prepare monitoring and follow-up reports on individual cases.
  9. Assist returnees in planning and implementing their preferred reintegration schemes; facilitate the procurement and delivery of reintegration support packages; plan payments to service providers and vendors; and ensure the quality of the goods and services procured and delivered.
  10. Assist in providing counseling to returnees, early identification of special needs such as literacy, dependents, and health issues, effective returnee referrals for extended assistance in Somaliland, and meticulous record keeping.
  11. Prepare regular progress updates and reports and serve as the focal person for migration management/migrant assistance activities in Somaliland, coordinating with stakeholders, gathering relevant information, and carrying out activities relevant to projects.
  12. Perform any other duties as may be assigned.

Required Qualifications and Experience

Education

  • University degree in social science Economics, Management or International relations or any related field from an accredited academic institution with three years of relevant professional experience; or
  • High School Diploma, with five years of relevant experience in Economics, Management, or international relations, or a combination of relevant training and experience in similar areas.

Experience

  • Proven ability to establish and maintain strong working relations with relevant Government and Non-Governmental counterparts, international organizations, civil society, or private sector entities.
  • Experience in migration, refugees, and reintegration of migrants and victims of trafficking, preferably in Somalia.
  • Personal commitment, drive for results, flexibility, and ability to work effectively and harmoniously with colleagues from various cultures and professional backgrounds.
  • Good communication, interpersonal, and negotiation skills
  • Ability to work under stressful working conditions such as tight timelines and managing large groups of beneficiary caseloads.
  • Strong analytical, organizational, and reporting skills.
  • Good level of computer literacy; proficient in Microsoft Windows and MS Office applications.
  • Demonstrated ability to maintain integrity in performing responsibilities assigned.
  • Previous experience with UN and International Agencies or NGOs is an advantage.
  • Effectively organizes actions with other implementing partners.
  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country or regional objectives.

Skills

  • In-depth knowledge of the broad range of migration-related subject areas dealt with by the Organization.
  • Knowledge of UN and bilateral donor programming.
  • Working experience with Adobe Could (particularly, InDesign, Illustrator, Photoshop), producing quality graphic design outputs and with GIS software.

Languages
