POSITION SUMMARY
The Program Manager WASH position leads the planning, implementation, and monitoring of WASH programs, ensuring alignment with the NCA’s mission, donor requirements, and local needs. Key responsibilities include managing technical staff, securing funding, fostering partnerships and coordination with various stakeholders, and delivering high-quality WASH programs. The role actively drives implementation, reporting, and evaluation while contributing to the Country Strategy. Strong leadership, project management, and understanding of the local context are essential. The position builds networks to sustain program quality, delivery, and visibility amidst changing operational and beneficiary needs.
1. AREAS OF RESPONSIBILITY
I. Programme Strategy and Adaptation: Lead the design and ongoing adaptation of WASH program strategies to address evolving operational, technological, and environmental needs. Align initiatives with the NGO’s Global Strategy, Program Framework, NCA Global Strategy,” “NCA Programme Framework,” Country Strategy, and beneficiary needs.
II. Stakeholder Engagement: Cultivate strong relationships with donors, partners, local communities, and the INGO network. Regularly engage with partners’ technical team members to assess performance, anticipate needs, and adjust deliverables.
III. Team Leadership and Capacity Development: Guide and mentor program technical staff, ensuring they are equipped with clear goals and the tools needed to achieve strategic vision. Support professional growth and foster collaboration.
IV. Financial Oversight and Resource Mobilization: Lead efforts to secure funding by pursuing resource opportunities and overseeing program finances, ensuring efficiency and compliance with donor requirements.
V. Monitoring, Evaluation, and Learning: Ensure that systems for monitoring, evaluation, and learning are in place, to review and adapt program activities. Integrate stakeholder feedback and lessons learnt to continuously refine program quality and effectiveness.
2. MAIN TASKS
• Drive the implementation of WASH program strategies, ensuring they align with organizational goals and available resources while addressing emerging needs and priorities.
• Build and maintain partnerships with donors, local and international stakeholders, and communities to promote collaboration and ensure program responsiveness. Represent the NGO in key forums to enhance visibility and showcase program achievements.
• Coordinate the preparation of high-quality donor proposals, budgets, and financial reports, ensuring adherence to organizational and donor standards.
• Provide hands-on support to program technical teams, fostering effective delivery through mentoring, technical assistance, and a focus on professional growth and innovation.
• Work with the senior management team to ensure strategic staffing, resource allocation, and compliance with security, ethical, and organizational policies, while promoting a safe and inclusive work environment.
3. OTHER DUTIES / FUNCTIONS ASSIGNED TO THE POSTION
• Comply with the NGO’s security requirements and program routines, regulations, and Standard Operating Procedures.
• Work with the senior management team to enhance coordination and collaboration between Country Office departments and with the Head Office.
• Ensure the timely preparation and submission of relevant documents for archiving in the NGO’s system.
4. REPORTING LINE/ TRAVEL REQUIREMENTS
• The position could be either field-based or in the country office, with regular travel to other field locations and additional time spent for donor and stakeholders consultations as required by the projects.
5. QUALIFICATIONS
The following may be acquired through a combination of formal or self-education, prior experience or on-the-job training:
• A bachelor’s degree in Civil, Hydraulic, or Water Engineering or a relevant Field with 5 years of similar experience. A master’s degree in these fields is an added advantage.
• At least five years of experience in program management and administration, financial management, award cooperative agreement compliance, sub-award management, and tracking project performance and costs.
• Proven ability to manage complex partnership relationships/consortiums, including effective coordination with the host country government.
• Management experience in a WASH & Infrastructure context; Technical WASH & Infrastructure skills within a humanitarian setting.
• Experience using GIS, AutoCad, EPANET/WaterCAD, and Solar pump sizing software desirable.
• Experience in partnership building and coordination with donors, the private sector, NGO, and local community organizations.
• Experience and familiarity with several donor requirements, e.g. WFP, UNICEF, UNHCR, ECHO, and grants management.
• Excellent communication skills in English, both written and spoken.
• Strong analytical, communication, facilitation and interpersonal skills.
• Proven experience in proposal writing and project reporting.

We Offer
Contract period: 12 Months with the possibility of extension.
Salary: According to NCA salary scale.
Duty Station: Either Mogadishu/Dollow/Garowe
