Context:

IOM in South Sudan has a broad range of programming centered around three broad areas: humanitarian coordination and support; humanitarian response and resilience; and peacebuilding, transition, and development. Humanitarian coordination and support includes leading/co-leading the Camp Coordination and Camp Management (CCCM) and Shelter and Non-Food Items (NFI) Clusters, Displacement Tracking Matrix (DTM), Water, Sanitation and Hygiene (WASH) and management of WASH and Shelter and NFI core-pipelines, humanitarian hubs and common transport services. Humanitarian response and resilience includes CCCM, WASH, Shelter & NFI, health, protection, gender equality and inclusion, mental health and psychosocial support and the management of a Rapid Response Fund. Under peacebuilding, transition and development, IOM South Sudan implements programming on housing, land and property issues, transition and recovery, transhumance conflict prevention, community-based violence reduction, community development and migration management.

The position will be part of the IOM Shelter and Settlement team but will also provide technical support to SNFI Cluster activities and partners.

The position will be based in Juba but roving across South Sudan as needed and will participate in various technical forums.

Under the overall supervision of the Emergency Coordinator and the direct supervision of the Programme Coordinator (Shelter and Settlement), the Programme Officer (Shelter and Settlement) will be responsible and accountable for the below listed tasks.

Core Functions / Responsibilities:

  1. Implement the Shelter & Settlements strategy for assigned programme activities.
  2. Coordinate the implementation of S&S programme activities in accordance to the different projects specifications, donor requirements and IOM rules and regulations.
  3. Check compliance of technical specifications for the implementation of the required S&S housing, infrastructure and services in alignment to international and national standards and donor requirements.
  4. As a member of the SNFI Cluster Technical Working Group (TWG) in South Sudan, review and recommend improvements to housing/shelter construction guidelines based on the context; provide technical support to the TWG for the identification of innovative, sustainable, economic and environmentally friendly shelter interventions, and make recommendations in this respect.
  5. Check that budget lines are respected and monitor burn rates for the effective use of the funds.
  6. Supervise relevant S&S team members, and provide training and feedback on performance.
  7. In close coordination with the Resources Management Unit and Procurement and Logistics Unit, participate in S&S programme related procurement efforts for supplies and services in line with IOM and donor’s regulations.
  8. Liaise closely with the Shelter Cluster, shelter agencies, government authorities/entities and other relevant stakeholders to coordinate S&S activities.
  9. Liaise closely with other IOM units/programmes to coordinate the implementation of activities.
  10. Draft project reports, situation reports and programme updates, and archive and share project data and information as requested.
  11. Apply the Monitoring, Evaluation and Learning framework for project activities, systems and processes.
  12. Facilitate the integration of cross-cutting issues in the S&S programming such as Housing, Land and Property (HLP), Disaster Risk Reduction (DRR), Gender-Based Violence (GBV), Protection Against Sexual Exploitation and Abuse (PSEA), Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance.
  13. Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Civil Engineering, Architecture, or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in implementing multiple S&S projects of diverse nature (e.g. disaster, conflict, displaced and non-displaced, settlement level interventions, etc.), and coordinating with partners and government counterparts;
  • Experience in technical shelter/housing or infrastructure design including the preparation of bill of quantity (BoQ), tendering, technical specification, and construction monitoring;
  • Previous working experience in the region is advantageous; and,
  • Experience in application of participatory approaches to facilitate active participation of communities into the project cycle and into the construction process, including needs assessments.

Skills

  • Knowledge of the UN System, and NGO humanitarian community;
  • Computer literate (word processors, spreadsheet, database, ETABS, Civil 3D, CAD (AutoCAD, ArchiCAD or similar engineering software), and statistical packages, etc.);
  • Project formulation, planning, supervision and management skills;
  • Advantageous: environmental planning;
  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives; and,
  • Proven ability to supervise, coach, and direct staff under a similar context like South Sudan.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and other local languages is an advantage.
