The Danish Arab Partnership Programme (DAPP) is funded by the Danish Ministry of Foreign Affairs and takes place in Morocco, Tunisia, Egypt and Jordan. The programme helps to strengthen good governance and ensure economic opportunities, especially for young people and women in the region, through partnerships.

This role provides oversight and direction of the DAPP Tunisia country programme and its staff, acting as the liaison between the DAPP secretariat and the implementing organizations in Tunisia. While not directly managing project implementation staff, the Project lead is responsible for ensuring coordination of approaches for impactful and efficient programmes. This will be accomplished through coordination and allocation of resources from the implementing partners. The role will also involve high level representation with key policy making stakeholders and donors.

Your main duties and responsibilities will be:

Program:

  • Lead inception phase fine-tuning of approaches related to all 5 outputs of the DAPP project in Tunisia and in consultation with what is being planned in other countries
  • Support in the selection of strategic partners for the programme
  • Coordinating programme delivery in close collaboration with in-country partners
  • Oversee budget expenditures and advise on budget reallocation needs if required
  • Record and report on program progress (activity + finance) as required by the DAPP secretariat in Denmark
  • Lead the development and implementation of the DAPP Tunisia exit strategy in close collaboration with implementing partners, the DAPP Secretariat, and relevant stakeholders

Quality Assurance:

  • Develop and implement country level MEAL tools and report as required to DAPP secretariat in Copenhagen
  • Quality assure country results and activities
  • Working closely with MERL unit to advice on recommendations for acceleration projects
  • Coordinate and shar learning with relevant partners in Tunisia and with other country program as required
  • Advise on inclusion of gender equality in Partners programming.

Representation and Coordination:

  • Organize regular country level coordination meetings with all DAPP partners in Tunisia to ensure efficient coordination and synergy between DAPP partners
  • Organize regional activities with the other country coordinators
  • Organize regular meetings with strategic partners to share program progress and ensure visibility of the programme
  • Act as main program representative in Tunisia, in close coordination with DRC CD, towards national and local authorities

About you

  • To be successful in this role we expect you to have At least 10 years of experience with international development cooperation and institutional development, as well as solid experience in the practical and theoretical aspects of human rights standards and their implementation.

Moreover, we also expect the following:

  • Experience in identifying and engaging staff with development and subject-matter expertise;
  • Experience from similar programmes in the region and the focus countries, including planning, reporting, preparing analytical work, dialogues, and workshops as well as process facilitation.
  • Experience working with a variety of stakeholders and partners related to gender equality.
  • Master’s degree in relevant field.
  • English (C1 level – CEFR scale )
  • French (preferred but not required C1 level – CERF scale)
  • Preferred but not required: Arabic (C2 level – CEFR scale)

The Danish Refugee Council is currently implementing a broad range of activities relevant to conflict affected communities and persons. The activities are categorized in ten sectors:

Here you can read some short exemplifications of what types of activities the respective sectors include:

Shelter and Non-food Items: Provision of emergency shelter, emergency cash grants, rehabilitation of housing, distribution of non-food items (NFIs) and provision of return and repatriation kits.

Food Security: Emergency food provision or food voucher programmes. Training and capacity development in agriculture, agricultural inputs (e.g. tools and seeds), agricultural grants.

Protection: Advocacy for the rights of displaced people in their context of displacement, child protection initiatives, individual protection assistance based on vulnerability, legal aid, land & property rights, sexual and gender-based violence prevention, registration services for the internally displaced and refugees, monitoring of rights and rights awareness-raising, facilitation of return and repatriation processes.

Income Generation: Business training and SME development, business grants, life-skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation.

Coordination & Operational Services: Coordination and management of refugee and IDP camps, active participation in UN cluster coordination, humanitarian surveys and studies, facilitation of NGO Networks focused on displacement solutions, capacity development, training and support to local NGOs, secondment of experts to UN emergency operations worldwide

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.

Education: Education grants and fee support, school feeding programmes, teacher training and support, school materials provision and construction or rehabilitation of school structures.
