We Are Looking for: PROJECT MANAGEMENT OFFICER-FINANCE

Type of Contract: Fixed-Term Contract under Ivorian law; (7 Months Interim)

Position to be filled: 1 July 2025

Objectives

MSF WaCA is currently going through a transition phase towards being an autonomous operational directorate. As part of this transitional plan, the Finance department is in the process of implementing different information systems for general accounting, budgeting and financial management.

Among the systems ongoing implementation are NetSuite for HQ general accounting, Unifield an internal MSF system for field accounting and a budget tool at benchmark stage.

The Interim Project Manager Officer will support the Finance Information Systems implementation at MSF WaCA HQ and field, ensuring continuity during the temporary absence of the Project Manager. They will contribute to the operational and methodological oversight of the project, ensuring consistency, coordination, and quality in project execution and documentation.

Main responsibilities

Provide support on implementation of Finance systems

**•**Follow-up on HQ and field finance tools implementation plan

•Monitor project progress, identify alerts, and support proactive issue resolution

•Contribute to the preparation of key phases: data migration, testing, training, and go-live.

•Update dashboards (progress, deliverables, deadlines)

•Act as liaison between external vendors of Finance systems and internal MSF teams (Finance and other departments).

•Support the integration of Finance information systems with other departmental information systems (Supply, HR, Logistics)

•Follow and update the budgets for the different finance systems implementation.

Communication and coordination of Finance transition plan activities

**•**Facilitate internal and external communication between stakeholders (Finance, IT, field, external provider).

•Organise project update and Steering committee meetings for ongoing Finance projects. Draft minutes, meeting materials and decision logs.

•Support the organization of workshops, training sessions, and testing phases

Documentation and quality control of Finance projects

**•**Ensure documentation consistency and traceability of decisions, actions, risks, and deliverables.

•Maintain and organize project documentation (SharePoint, etc.).

•Monitor finance systems deliverables quality and advise on corrective actions when needed.

•Contribute to lessons learned documentation.

•Structure and maintain project management tools (planning, monitoring, coordination).

Job requirements

Education

· Bachelor’s degree in a field related to IT, Business or Project Management (Master will be an added advantage)

· Project management certification

Professional experience required

· Minimum 3 years of proven experience in IT or ERP project management (Finance/Supply).

· . Proficient in project management methodologies: Agile, PMP or equivalent.

· Good understanding of financial processes will be a plus (budgeting, accounting, financial monitoring).

· Experience managing integrations between multiple information systems.

· Strong ability to structure, document, and monitor complex projects.

· Ability to work independently in multicultural environments

· Excellente communication and simplification skills

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
