Proposal Summary:

The anticipated USAID project aims to upgrade the effectiveness of public financial management, improve fiscal management, budgeting and expenditure control as well as promote greater budget efficiency, transparency and accountability. This is expected to be a five-year project.

Position Summary:

The Public Investment Harmonization Expert will provide technical assistance, advisory services and training to Egyptian government officials to enhance their management practices of public investment funds on the macro and project levels. This is a full time position.

Responsibilities:

  • Work with the Ministry of Finance (MoF), Ministry of Planning (MoP), line ministries and other government officials to map the public expenditure cycle and identify areas of improvements.
  • Develop action plans and tools to address weakness in the capital investment cycle.
  • Work with Egyptian counterparts to implement improvements at the national level and at the entity level.
  • Work with planning authorities in Egypt to ensure that government entities are proposing projects based on identified needs and sound economic and social benefits.
  • Carry out training of trainers and capacity building programs for Egyptian government officials.
  • Carry out analytical and situational analysis of the current public investment management system in Egypt.
  • Establish solid relationship with ministries of planning and finance and the national investment bank.
  • Identify areas of assistance with the main counterpart GOE entities and agree with them on the technical assistance program.
  • Develop new procedures and systems that will enable MoP/MoF to effectively implement the reform agenda in their public finance program.
  • Assist MoP in developing a comprehensive M&E system aligned with Egypt’s Vision 2030.
  • Coordinate project activities to provide needed technical advisory services to MoP/MoF/NIB.

Qualifications:

  • Graduate degree in economics or relevant fields with a minimum of 10 years of progress experience with the following skills:
  • Extensive experience in and understanding of the impact of public investment on economic growth and tools to enhance the efficiency of public investment programs.
  • Ability to analyze complex situations and provide sound advice.
  • Ability to work with government officials with diplomacy and professionalism.
  • Ability to analyze data and generate reports.
  • Ability to train others and work with multiple teams.
  • Professional fluency in English and Arabic.
  • Experience working on USAID-funded projects preferred.
