ICAP at Columbia University is collaborating with the Ministry of Health in Congo through the GC7-Phase 3 technical Assistance (TA) Project to support the scale-up of high-quality HIV prevention, testing, linkage, care, and treatment services in Congo in line with Global Fund programs and targets and enhance the program’s achievements by helping to strengthen the national HIV/AIDS program at departmental level in Brazzaville and Pointe Noire .ICAP at Columbia University is seeking the following candidates:
Position Summary:
Working under the guidance and direction of the Clinical advisor based in Brazzaville for the ICAP project in Brazzaville, the Regional Team Lead will provide critical oversight to the implementation of HIV care and treatment programming in the respective regions as well as be the focal point to liaise with the department and district health teams as well as with partners and local organizations in the project-supported departments. S/he will be responsible for managing the office including technical, programmatic, and operational aspects in compliance with donor regulations and requirements and ICAP policies.
Qualifications / Professional Requirements:
- • MBBS or international equivalent
- • A Master of Public Health is an added advantage.
- • At least 5 years of experience in the care of people living with HIV in resource-limited settings.
Major Duties and responsibilities:
- Provide strategic leadership to the design and implementation of the HIV program and oversees program monitoring and evaluation.
- Ensure optimal use of human, financial, and physical resources in regional sites to successfully meet project milestones (objectives, deliverables and targets) and technical quality standard.
- Ensure mechanisms are in place to monitor the implementation of projects, including progress toward achieving objectives and targets with high quality and on-time performance.
- Provide leadership and management to ensure all regional activities are executed in line with and meet the technical standards and expectations of ICAP Congo
- Oversee and coordinate the successful completion of planning and budgeting requirements of the Brazzaville ou Pointe Noire office • Provides effective oversight to all financial and administrative functions undertaken by the Brazzaville ou Pointe Noire office.
- Ensure that all activities are undertaken in full compliance with ICAP-Congo standard operating procedures, Columbia University and donor policies and regulations as well as national policies and laws.
- Develop and maintain highly collaborative working relationships with representatives from the Government, academic institutions, donors, supporters and other implementing and collaborating partners.
- Ensure documentation and dissemination of findings, impact, innovations, and lessons learned.
- Carries out other duties and responsibilities as assigned by the Clinical Advisor.
Experience and Skills:
- Experience leading diverse teams, and managing successful collaborations with donors, host country ministry of health, and civil society.
- Good interpersonal skills and ability to develop good relationships with government and nongovernment partners, clinicians and other staff at supported sites.
- Demonstrated knowledge of technical content areas relevant to the ICAP-Congo project.
- Proven record of leading donor-funded projects, which consistently meet objectives and targets.
- Demonstrated experience in an international organization working on or leading health and development projects supported by the, the Global Fund through UNFPD, US Government, the UN system agencies, foundations or other bilateral donors.
- Demonstrated knowledge of rules, regulations and requirements of GF and other major international donors.
- Demonstrated experience and skills in public health diplomacy, negotiations and cross-cultural communications.
- Ability to develop and manage program activities and budgets.
- Ability to set priorities, set appropriate deadlines and respect them.
- Proficiency in Word, PowerPoint and Excel.
- Fluent in French and English proficiency.
- Excellent oral and written communication skills.
- Sense of initiative and ability to work with minimal supervision.
- Strong supervisory and interpersonal Skills.
- Ability to work in a multicultural environment.

Travel Requirements:
- Frequent travel within Congo conducting site visits.
