Purpose of the position:

The SPIR II Management Information Systems (MIS) specialist is responsible for designing, implementing, deploying, maintaining and supporting Management Information system software, knowledge management software and software for detailed implementation plan (DIP). S/he will also be responsible for designing, implementing and deploying any on-demand project management software requirements for SPIR II.  S/he will quickly understand the workflow, business logic, M&E tools and related requirements of the SPIR team and provide immediate solutions/technology that enable the MIS specialist to create/design, install, test and implement software system or programs that makes the M&E work more efficient, responsive and user friendly for all SPIR staff. S/he will work closely with other team members to strongly support the design/development, testing, roll out and smooth implementation of the SPIR II MIS system.

Major Responsibilities:

Software Development

·         Understand and analyze the workflow, business logic and tools of the M&E for developing and implementing a user friendly Management Information Systems (MIS) for automation of SPIR II M&E systems and also for developing and implementing other related software,

·         Determine the M&E team technology requirements for automating the SPIR II M&E functions and producing efficient and elegant code based on those requirements

·         Designing algorithms and flowcharts to create new software programs and systems

·         Design, develop, test, deploy, and ensure implementation of the technology platform ( mainly SPIR MIS integrated with other platform) as needed by the project and ensure its regular maintenance,

·         Design, implement, test, deploy and implement SPIR MIS software, applications/programs fully integrated with the MDC and other platforms or systems ensuring the smooth implementation of SPIR MIS,

·         Design/develop, test, deploy and implement knowledge management system, or platforms and the other software as needed by the SPIR/RFSA and its partners,

·         Design/develop, test, deploy and implement the software for tracking Detailed Implementation Plan (DIP) Progresses and integrate it with the SPIR MIS and knowledge management software,

·         Asses existing technology tool sets and upgrade the SPIR MIS systems and tools if needed,

·         Develop and implement all sorts of Project MIS as per SPIR team and management requirements.

Software Maintenance and Support

·         Requests proposals or quotations (RFP/RFQ) as per the identified priority need

·         Create end user documentation and training for the SPIR MIS and other in-house developed software

·         Provide customer support for system functional, operational and technical issues

·         Regularly maintain, secure and boost the performance of the MIS software

·         Troubleshooting, debugging, maintaining and improving existing software (once developed),

·         Compiling, observing and assessing user feedback to improve software performance or recommend improvements to existing software products

·         Develop MIS process improvements for increased efficiency,

·         Make a routine backup of the system

·         Create and generate reports from the system as needed

·         Support in the Master participant list (MPL) registry and updates

·         Support in the processes of integration of SPIR/MIS with Federal/Regional PSNP MIS or in the development and implementation of data sharing/transfer arrangements between SPIR MIS and the government PSNP MIS,

·         Work closely with management and consult on any information system related matter

Mobile Based Data Collection (MDC) Support

·         Support the design (customize) and implementation of electronic/mobile based data collections (MDC) forms for newly developed data collection tools and in updating the existing ones as needed,

·         Support in the maintenance, trouble shooting and health check of ODK aggregate servers

·         Provide SPIR MIS training for relevant SPIR staff at all levels and support the MDC training for data collectors at all levels

·         Manage, administer and monitor the IT infrastructure used to host the technologies used by SPIR

Technical Support and Monitoring

·         Monitor progress of zone/woreda procurement when assigned by immediate supervisor

·         Provide technical backup for the woreda/zone procurement team as requested

Assist in submission of weekly Procurement Status Reports (PSR) to all concerned staffs for their feedback and follow up

Job Requirements

Qualifications:  Education/Knowledge/Technical Skills and Experience

 Required Professional Experience:

·         Minimum 10 years of experience in software development, system analysis and documentations

Qualification required:

·         Master’s degree in Computer Science, Information systems, computer engineering, software engineering

Preferred Knowledge and Qualifications:

·         Proven experience in the development of complicated software or MIS systems,

·         Expertise in Enterprise application /software design, development and implementation using industry standard technologies and best practice

·         Advanced knowledge and use of Java and PHP with advanced knowledge in Spring and Laravel framework for each, respectively

 

 

·         Rich knowledge if relational Database Management Systems (DBMS) preferably MariaDB (MySQL) and PostgreSQL

·         Strong ability to develop and administer a production instance of MySQL on a Linux server running at scale, storing over million permanent and unique records.

·         Sound knowledge of Open Data Kit (ODK) platform and different tools in its ecosystem,  basic Android development technologies preferably Android Studio and Android SDK

·         Experience in server environment setup and management preferably Debian and Ubuntu operating systems

·         Use of statistical database management systems preferably STATA,

·         Knowledge and experience on source code management technologies preferably Git

·         Advanced computer network management and monitoring skills and experience

Skills in data analysis, reporting and visualization technologies preferably Power IB and Jasper ReportsWorking Environment / Conditions:

·         Office based with travel to the field
