Mission

The position of Supply Activity Manager – Emergency Cell is dedicated to defining, coordinating and monitoring all activities related to one or more areas of the Supply Chain (Warehouse, Transport and Customs, Procurement, etc.) of the emergency missions led by the E-Cell of MSF-WaCA.

Objectives

Introduction:

To fulfill its mission of assistance of victims of conflicts, epidemics or natural disasters, MSF-WACA has created and Emergency Team, of which members are individuals capable of evaluating a situation, opening, closing and coordinating emergency projects. The post of Emergency Supply Manager reports directly to the Supply Referent of the E-Cell (Operations Department in the HQ in Abidjan).

Overall key activities:

The successful candidate is expected to:

  • Work in all contexts set by the Emergency Cell (E-Cell)
  • Have the flexibility to work in different position covering Supply responsibilities
  • Work in emergency contexts with the regular cell
  • Support the various ongoing projects on specific missions, at the request of the HQ Supply Referent

Main responsibilities

  • In collaboration with the Emergency Supply Chain Coordinator, and/or the Emergency Project Coordinator, defining the supply activities in order to identify and optimize the response to the needs of the mission and the target population.
  • Monitoring the implementation in the project of the supply activities ensuring compliance with MSF standards, protocols and procedures, and reporting to the Project Coordinator on the development of the supply programme under his/her responsibility. This can include one or more of the following areas:
    • Warehouse: Defining, coordinating and monitoring all Warehouse and Stock Management activities in the Mission.
    • Transport and Customs: Defining, coordinating and monitoring all activities related to the clearing and the transport of medical and non-medical goods for the Mission.
    • Procurement: Defining, coordinating and monitoring all procurement activities related to local, regional and international purchases of goods, transport, subcontracted works and services for the mission.
    • Any other supply activity
  • Ensuring technical support for his area of activity and providing coaching to staff under his/her responsibility
  • In collaboration with the Emergency Team – Project Coordinator, Supply Coordinator and HR Coordinator – participating in the planning and implementation of HR associated processes (recruitment, training, briefing/debriefing, evaluation, detection of potential, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required to correctly perform all supply activities pertaining to his area
  • Participating in daily/weekly/monthly reports according to guidelines
  • Informing the Supply Referent in case of any major issue and draws-up all required reporting, in order to keep up-dated and reliable information that will help in decision-making
  • Performing any other tasks within the scope of his role, as directed by supervision and according to the needs of the mission

Specific Accountabilities

  • Participate in the exploratory missions of the Emergency Cell of MSF-WaCA to set up the basics of the Supply Chain and enable the launch of interventions
  • Set-up and implement Supply processes
  • Participate in the sizing of the Supply Teams and resources according to the size of the interventions
  • Support the various ongoing projects, including regular ones, on specific and structured missions, training, punctual support/field visit
  • Ensuring an efficient implementation of the supply procedures and standard tools within the project/mission
  • Being the focus point of the Supply team to deal with internal customers and with the suppliers
  • Drafting Supply report to share with the project and Supply Referent.
  • Supervising and organizing the daily activities of the Supply Chain team, and ensuring they perform the tasks linked to their role
  • Setting objectives for the Supply team under his/her supervision, monitoring them and evaluating them with the support of the Supply Referent.

Job requirements

Education

  • Degree and specialization in Logistics/Supply Chain

Competencies

  • Proven skills in negotiation, diplomatic, and decision-making skills
  • Proven capacity for management and organization
  • Ability to recruit, train/coach, manage national staff and field Supply teams on supply processes

Professional experience required

  • Ability to find on the local market alternative articles corresponding to the MSF standards
  • International transport knowledge or experience (incoterms, import, transit and export procedures)
  • Local transport experience (truck checking, loading, break of loading…) and flows management
  • Knowledge of perishable stock management (drugs, food…)
  • Comfortable with customs procedures
  • Mastering of the MSF Supply chain, process/procedures (emergency and regular) with tools linked

Languages Skills

  • Working proficiency in English and French
  • Other languages represent an advantage

Computer Skills

  • Mastery of Microsoft office, Excel, Word PowerPoint
  • Experience in Data analytics tools

Médecins Sans Frontières (MSF) was founded in 1971 in France by a group of doctors and journalists in the wake of war and famine in Biafra. Their aim was to establish an independent organisation that focuses on delivering emergency medicine aid quickly, effectively and impartially.

Doctors Without Borders

Three hundred volunteers made up the organisation when it was founded: doctors, nurses and other staff, including the 13 founding doctors and journalists.

MSF was created in the belief that all people should have access to healthcare regardless of gender, race, religion, creed or political affiliation, and that people’s medical needs outweigh respect for national boundaries. MSF’s principles of action are described in our charter, which established a framework for our activities.

MSF's first missions

MSF’s first mission was to the Nicaraguan capital, Managua, in 1972, after an earthquake destroyed most of the city and killed between 10,000 and 30,000 people.

In 1974, MSF set up a relief mission to help the people of Honduras after Hurricane Fifi caused major flooding and killed thousands of people.

In 1975, MSF established its first large-scale medical programme during a refugee crisis, providing medical care for the waves of Cambodians seeking sanctuary from Pol Pot’s oppressive rule.

In these first missions, the weaknesses of MSF as a new humanitarian organisation became readily apparent: preparation was lacking, doctors were left unsupported and supply chains were tangled.
