Background Information: Somalia Country Office (SOCO)

Our client has been operating in Somalia since 1995. The Somalia Country Office (SOCO) manages and coordinates a diverse portfolio across a variety of sectors, including health, rule of law, crisis recovery, and security and justice. Located in Mogadishu, SOCO works with multiple partners including the Governments of Somalia, bilateral and multilateral donors, United Nations agencies, funds, and programmes.

Specific context

The Activating Climate-Resilient Agricultural Livelihoods in Somalia (ACALS) programme directly responds to these challenges by strengthening resilience through sustainable water and land management, climate-smart agriculture, diversified livelihoods, and climate risk management.

The programme aims to enhance food security, income generation, and resilience for vulnerable communities, with particular attention to women and youth. The ACALS programme is financed by the African Development Bank, with additional funding support from WFP, and implemented as a joint programme led by WFP in close collaboration with the FGS and the AfDB. Within this framework, our client supports the delivery of selected components in line with its comparative advantage in implementation, contributing to national priorities for inclusive growth, climate resilience, and sustainable development.

The ACALS Programme aims to enhance the resilience and livelihoods of vulnerable smallholder farmers and pastoral communities in Hirshabelle and Puntland States through climate-resilient water infrastructure, improved agricultural productivity, and strengthened market access.

Role objectives

The Surveyor will be assigned to the Project Locations and will report to the Senior Project Engineer. He/She will be responsible for all surveying tasks related to the ACALS works implementation at the assigned locations.

The Surveyor’s specific tasks will include:

Checking the accuracy of established control points and measurements to ensure an acceptable level of accuracy is maintained throughout the project.
Checking and verifying works undertaken by the Contractor to ensure implementation is in accordance with the design drawings and specifications.
Carrying out topographic surveys of roads and generating digital elevation models, maps, and drawings from survey data as directed by the Senior Project Engineer.
Carrying out field measurements to support maintaining works progress records, preparing work quantities for bill payments, and managing variation claims.
Preparing survey reports and any other relevant documents as required/directed by the Senior Project Engineer.
Generating outputs on GIS platforms for use by the project team and other stakeholders. The Surveyor will also interpret survey data, maps, and GIS outputs received from stakeholders.
Ensuring the accuracy of survey equipment through testing and calibration, and acting as custodian of survey equipment and tools assigned to him/her.
Managing all survey records generated by the project, with responsibility for final handover to the Client.
Providing on-the-job training to local staff provided by the community/partner on engineering surveying tasks.

Key competencies

Education

Minimum BSc in Surveying Technology, Land Surveying, Civil Engineering or a relevant discipline or an Advanced Diploma in Surveying Technology, Land Surveying, Civil Engineering or a relevant discipline

A registered or licensed surveyor with a recognized institution

Experience

Minimum 6 years of experience in topographic surveying works for those with a BSc degree or 8 years of experience for those with an Advanced Diploma.

Experience in undertaking surveying of at least 1 infrastructure projects within the last 3 years, with a similar level of duties and responsibilities expected to be performed under this position TOR.

Proficient in using latest surveying equipment such as Geodetic/Real Time Kinetic GPS, Total Station, automatic level and ability to upload/download data and generate topographic maps and Contours

Demonstrated experience in data handling on GIS platforms as well as dealing with satellite imagery information.

Proficient in Engineering, Survey and GIS software such Autodesk – AutoCAD and Civil 3D, ArcGIS (or other similar software

Language

Excellent command of the English language (oral and written) is required.
