Background Information: Somalia Country Office
Our client has been operating in Somalia since 1995. The Somalia Country Office manages and coordinates a diverse portfolio across a variety of sectors, including health, rule of law, crisis recovery, and security and justice. Located in Mogadishu, the office works with multiple partners, including the Government of Somalia, bilateral and multilateral donors, United Nations agencies, funds, and programmes.
Specific Context
The Activating Climate-Resilient Agricultural Livelihoods in Somalia (ACALS) programme directly responds to climate and livelihood challenges by strengthening resilience through sustainable water and land management, climate-smart agriculture, diversified livelihoods, and climate risk management.
The programme aims to enhance food security, income generation, and resilience for vulnerable communities, with particular attention to women and youth. The ACALS programme is financed by the African Development Bank, with additional funding support from WFP, and implemented as a joint programme led by WFP in close collaboration with the Federal Government of Somalia and the African Development Bank. Within this framework, our client supports the delivery of selected components, contributing to national priorities for inclusive growth, climate resilience, and sustainable development.
The ACALS Programme aims to enhance the resilience and livelihoods of vulnerable smallholder farmers and pastoral communities in Hirshabelle and Puntland States through climate-resilient water infrastructure, improved agricultural productivity, and strengthened market access.
Role objectives
The Project Engineer, under the supervision of the Senior Project Engineer, will perform the following key functions:
General Construction
Plan and coordinate work activities with the Senior Project Engineer.
Take timely action to prevent potential delays and/or avoidable cost overruns.
Report and recommend remedial actions regarding potential delays and/or cost overruns to the Senior Project Engineer.
Provide supervision of project work progress and quality for on-time project delivery.
Monitor contractor presence on the project site, including the Bill of Quantities (BoQ) as per the approved contract.
Provide data and information about project work to the Project Manager for reporting purposes.
Provide daily, weekly, and monthly reports to the Senior Project Engineer detailing all project matters, including quality, health and safety, environmental, and financial aspects, as well as any issues relating to possible delays, cost overruns, variations, and any other matters as agreed with the Senior Project Engineer.
Construction Supervision
As tasked by the Senior Project Engineer, supervise construction works and administer work execution as per contractual provisions and design specifications.
Ensure quantity and quality control and consistency with the project time schedule.
Verify that works are consistent with the project technical specifications and promptly report any deviations.
Support the overall management of works implementation to ensure construction works are completed on time, within budget, and to required quality standards.
Provide regular supervision of project work progress and quality to ensure on-time delivery.
Ensure UNOPS Health, Safety, and Environment standards are adopted by contractors.
Perform any other duties as may be requested by the Project Manager or Senior Project Engineer.
Project reporting
This role will report to the line manager.
Key competencies
Education
Bachelor’s degree in Civil Engineering (or similar discipline) is required.
Experience
Minimum of 2 years of experience in civil engineering projects, including construction supervision experience.
Roads engineering experience is desirable.
Language
Excellent command of Somali and English languages (oral and written) is required.
Team management
This role has no team management responsibility.
