Development Expertise Lab (DEL) is putting together country teams for the third-party monitoring of disaster response activities financed under a regional programme in Eastern and Southern Africa. The programme gives participating countries quick access to funds when they are hit by a shock such as a cyclone, a flood, a drought or an epidemic. After each response, an independent team checks that the funds were used for their intended purposes, reached the targeted beneficiaries and complied with environmental and social standards, and draws lessons for future responses. For these assignments, DEL is recruiting experts based in Mozambique, Madagascar, Comoros, Burundi, Angola, Malawi, Zambia and Seychelles. The CVs of the selected experts will be included, with their consent, in DEL’s submission for this assignment.
DEL is recruiting four profiles. Candidates must meet the criteria of the profile they apply for:
1. Team Leader
- Master’s degree in international development, disaster management or a related field
- At least 10 years of experience in audit, finance or administration, with international experience in humanitarian evaluation or in disaster risk management and response
- Proven record of managing large projects in Sub-Saharan Africa, including in fragile settings, and of working with senior government officials, donors and local communities
- Sound knowledge of monitoring and evaluation systems and excellent report writing skills
- Full proficiency in English; fluency in French and/or Portuguese is a strong asset
2. Senior Auditor
- Master’s degree in audit, accounting, finance, international development or a related field
- At least 10 years of experience in audit, preferably of public institutions or donor-funded projects
- Professional certification in audit or financial management (ACCA, CPA, CIA or equivalent) is a strong asset
- Previous audit experience in one or more of the eight countries is highly preferred; knowledge of World Bank financial management and procurement standards is an asset
- Full proficiency in English; fluency in French and/or Portuguese is a strong asset
3. Environmental and Social Specialist
- Master’s degree in environmental or social science, international development or a related field
- At least 10 years of experience in environmental and social risk management
- Good knowledge of the World Bank Environmental and Social Framework, national environmental and social impact assessment procedures and gender issues
- Experience of environmental and social supervision as a third-party monitor, or on infrastructure projects, is a strong asset
- Fluent written and spoken English; working knowledge of French and/or Portuguese is an asset
4. Field Verification Specialists
- University degree (completed or in its final year) in social or environmental science, economics, statistics, business administration or a related field
- Experience in monitoring and verification of government-delivered programmes, ideally emergency response programmes (cash transfers, distribution of food and relief items)
- Experience in fiduciary or operational reviews, spot checks or beneficiary surveys
- Good knowledge of the institutions of their country
- Fluency in the official language of their country (English, French or Portuguese); local languages are an asset
