Proposal Summary:

The Economic Governance for Development Project (EGDP II) will help the USAID Mission in Egypt strengthen economic governance reform; improve anti-corruption and public administration capacity; and develop and implement new service delivery models. EGDP II will support the Government of Egypt’s structural reform program, as defined by Egypt’s Sustainable Development Strategy 2030, and the National Anti-Corruption Strategy 2019-2022. This is an estimated $39 million project with a period of performance of five (5) years.

Position Summary:

The training specialist will be responsible for designing and conducting ethics/integrity training for civil servants in furtherance of the project’s Objective 2: Anti-Corruption and Public Administration Capacity Improvement. S/he will support the development and implementation of training curricula, including for newly hired public employees, in topics such as ethics and public employee codes of conduct. This specialist will have experience designing/implementing innovative training approach, such as e-learning modules.

Responsibilities:

  • Work collaboratively with short-term subject matter specialists for specific training activities and will oversee and coordinate their contributions to the project’s public sector training components.
  • Provide technical leadership for the project’s Component 2: Anti-Corruption and Public Administration Capacity Improvement.
  • Provide support for the implementation of mutually agreed elements of Egypt’s Anti-Corruption Strategy, in particular as related to training of public employees and administrative reform.

Qualifications:

  • At least 10 years of extensive experience in leading institutional capacity-building for public sector training institutions, and in the design and delivery of training programs.
  • Master’s degree in public administration or a related field preferred.
  • Outstanding interpersonal and operational skills are required.
  • High spoken and written fluency in both Arabic and English required.
