Chemonics seeks a WASH Governance Director for the anticipated four-year, $25-50 Million Zambia Sustainable Water Sanitation and Hygiene Partnerships Activity.

The WASH Governance Director will be responsible for improving governance and management capacity for WASH at the subnational level. They will supervise all WASH governance activities and work in collaboration with the other objective leads. We anticipate that the position will be based in Lusaka, Zambia and will report to the Chief of Party. We are looking for individuals who have a passion for making a difference in the lives of people around the world.

Responsibilities:

  • Lead WASH governance activities and the governance team
  • Provide leadership in reviewing and analyzing existing and evolving institutional, policy, legal, and regulatory framework for water resource management and support the development of an enabling environment for expanded and improved water supply and sanitation services
  • Develop an institutional strengthening framework to enforce accountable systems for effective WASH sensitive service delivery
  • Liaise with different tiers of government, sector, civil society, and financial institutions and enhance institutional capacity and governance of service providers
  • Responsible for building and maintaining productive relationships to support relevant public and private sector stakeholders to develop accountability and monitoring mechanisms for WASH services.
  • Lead institutional development support to relevant local and national government counterparts, as needed, to strengthen the enabling environment for effective WASH service provision.
  • Coordinate closely with other WASH programs, as needed, to leverage or collaborate to enable more effective WASH planning and governance for WASH services and oversight
  • Works with the Monitoring, Evaluation, Learning, and Accountability (MELA) Director on the review and expansion of information management systems to track WASH services performance and collaborate with the national, provincial and local government entities

Qualifications:

  • Minimum of 7 years of demonstrated experience in WASH governance, and international development, preferably USAID-funded programs.
  • Master’s degree in relevant field; or an equivalent combination of education and work experience in a relevant field
  • Experience in strengthening policy frameworks and capacity of local governments, utilities, regulatory agencies, etc.
  • Proficiency with software such as Microsoft Word and Excel
  • Experience working in Zambia highly preferred.
  • Zambia nationals strongly encouraged to apply.
  • Fluency in English with excellent oral and written communication skills required.
