Background

The Government of Kenya with technical support from the Food and Agriculture Organization of the United Nations (FAO Kenya office) intends to submit a proposal preparation grant application request to the Green Climate Fund (GCF) by August 2017. The project preparation grant will be an input in to the main project proposal on Transforming Landscapes and Livelihoods in Kenya through a Water-Agriculture-Energy Nexus Approach. The full project to be developed on the basis of a Concept Note is slated to be implemented in partnership with the Ministry of Environment and Natural Resources (MENR), Ministry of Agriculture, Livestock and Fisheries (MoALF), HIVOS, Ministry of Water and Irrigation, Greening Kenya Initiative Trust (GKIT), Kenya Forest Service (KFS), National Drought Management Authority (NDMA), Ministry of Health and the African Centre for Technologies Studies (ACTS).

The proposal is centered on the following specific objectives:

1. Promote sustainable food and nutrition security using climate smart agricultural technologies in line with the recently launched Kenya Climate Smart Agriculture Strategy.
2. Support market-based livelihood diversification through the development, promotion and upscaling of appropriate strategies.
3. Promote Ecosystem-based management and Adaptation (EbA) in the conservation of the selected climate-sensitive yet economically significant water basins.
4. Upscale and stimulate the briquette sector to accelerate cleaner energy access, improve health and reduce deforestation.
5. Strengthen knowledge management and learning.

The project responds to national priorities and includes the following three interlinked components:

Component 1: Increased adaptive capacity and enhanced resilience to climate change for small-scale rain-fed farmers in the three drainage basins (Food and Nutrition Security).

Component 2: Increased water security for agricultural, domestic, and industrial use for the inhabitants in the project sites.

Component 3: Transformation of the charcoal sector realized to accelerate cleaner energy access, improve health and reduce deforestation.

Therefore, the FAO has obtained some funds to hire a national consultant (Multi-Focal Area Project Development Specialist) to support the formulation of a project preparation grant proposal. The consultant will work closely with a Climate Smart Agriculture (CSA) Expert as well as key technical officers in the proposed executing entities.

The Concept Note received early comments from the GCF Secretariat and the FAO. These comments, together with comments from the GCF Secretariat need to be addressed during the Project Preparation Grant application development and be reflected in the final consultancy output.

Reporting Line and Scope of the assignment

The FAO Representative in Kenya will provide overall strategic guidance. The consultant will work under the direct supervision of the National Coordinator for the Integrating Agriculture in National Adaptation Plans Project and the Programme Officer-Strategic Programme 2. The National Coordinator will be the primary contact for the consultant. The consultant will provide an update on a weekly basis with regard to progress. The consultant’s task will be to formulate a project preparation grant proposal worth USD 1.5 Million. In doing that, the consultant will:

1. Carry out a critical technical review of the project Concept Note and enhance all sections based on comments received from the GCF Secretariat, and FAO internal reviewers.
2. Conduct research and technical analysis, in coordination with the CSA consultant to enhance the project components and all technical sections, particularly with regard to the GCF 6 criteria to demonstrate impact potential, including paradigm shift potential; sustainable development; country needs; country ownership and cost-effectiveness.
3. Ensure that the Concept Note is evidence-based, is conceptually sound, and that the proposed adaptation and mitigation solutions are feasibility, across all project components.
4. As applicable, recommend specific short studies that are needed to develop baselines and targets for the outcome indicators.
5. Prepare a draft response to comments received from the GCF Secretariat, CBC and CBL divisions of FAO.
6. Complete all sections of the PPF application template in accordance with GCF guidelines.
7. Incorporate all comments received from primary stakeholders upon presenting in a stakeholders validation workshop.

Minimum Requirements

• Advanced Degree in Agricultural Economics, Natural Resource Management, Climate Change Governance, Development Studies, Environmental Management or any other related field.
• At least 15 years of professional experience, with incremental responsibilities in multi-disciplinary project design and development, preferably with some experience in the UN system;
• Working knowledge of approaches to natural resource management, climate change adaptation, resilience and mitigation;
• Traceable track record of achieving results in similar assignments;
• At least 10 years of experience and in-depth knowledge of biodiversity and ecosystem management, livelihoods diversification and climate change issues in the context of project design, management;
• Demonstrated track record in the preparation of project proposals and, preferably also, publications within the theme of climate change adaptation and mitigation, biodiversity, ecosystem management;
• Knowledge of the climate change landscape (institutions, policies and programs) in Kenya
