Position Summary:
• Reporting to the Director, Program Operations – the Habitability, Resilient Housing and DR3 Focal Point is responsible for leading the design, planning, implementation, overall coordination, and monitoring Habitability and Resilient Housing interventions. This position also supports disaster risk reduction and response initiatives within the AFR region. The position’s purpose is to support improving access to sustainable Habitability and Resilient Housing services connected to climate change and disaster challenges. In carrying out the work, this Habitability, Resilient Housing and DR3 Focal Point professional interacts with other regional/national/headquarters staff, partner organizations and contracted subject matter experts (SMEs).
• This position seeks to contribute to reaching greater impact in the AFR region, addressing the root causes related to inequality to housing access to low-income families, as well as the drivers increasing the housing and habitability services deficits such as climate change, urbanization, disasters and migration. This position must support the strengthening of the local oriented roles identified in the regional strategic framework: direct implementation, catalyst, and integrator.
Roles and Responsibilities:
• Lead Habitability and Resilient Housing business development in AFR, according to sector and country standards
• Support HFH National Organizations (NOs) in designing, development and delivering major donor proposals, reports, concept notes and other relevant documents.
• Conduct and supervise technical assessments and data analysis related to Habitability and Resilient Housing considering climate change and disaster challenges.
• Build technical capacity and resources at AO and NOs of the region in close coordination with NOs and AO Learning & Organizational Development (LOD).
• Ensure that strategies, quality standards and policies related to DR3 (Pathways to Permanence, Core Humanitarian Standards, Sphere, Sendai Framework for Disaster Reduction) are understood and adhered to by National Offices at all stages of DR3 program/ project design, implementation and evaluation
• Promote innovative and quality housing solutions to accelerate housing access, ensuring program’s cost effectiveness and sustainability.
• Develop with the support of the MEAL team project Key Performance Indicators on Habitability, Resilient Housing, Climate Adaptation, Risk Reduction and Disaster Response projects.
• Supports the resource development team in mobilizing resources towards Habitability and Resilient Housing key activities/projects/programs.
• Represents HFHI in local/regional/global in internal/external meetings and events related to Habitability, Resilient Housing and Disaster Risk Reduction and Response.
Minimum Requirements:
• Bachelor’s degree in civil/construction engineering, architecture or similar disciplines. Master’s Degree related to Environment, Climate Change or similar.
• Experience in planning and developing social housing projects in urban, peri-urban, and rural areas with a clear understanding of Habitability and Resilient Housing with a climate change nexus.
• 8+ years’ experience in Habitability, Resilient Housing and Disaster Risk Reduction and Response projects considering climate change adaptation challenges (procedures, design, planning, implementation, budgeting, reporting, evaluation, and monitoring).
• Experience in project quality assurance and technical evaluation.
• Strong project management background with the ability to implement projects within a budget and timeframe.
• Understands and develops key activities related to disasters (e.g. reconstruction projects).
• Experience in negotiating with multiple donors, understanding their interests, requirements and how to meet them.
• Analyzes and provides solutions to complex problems and contexts.
• Adult training skills, capacity building, facilitation, and presentation skills
