  1. Context

DRC Cameroon began its operations in Cameroon in 2018 responding to the humanitarian needs of refugees from Central African Republic (CAR) and vulnerable Cameroonians in the Adamawa region. Currently, DRC operates a regional office in Meiganga and two sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Interventions focus on finding durable solutions for the most vulnerable, using the holistic graduation approach to improve both protection and economic recovery. subsequently, in late 2018, DRC started its activities in the South-West region of Cameroon in late 201 to respond to the needs of forcibly displaced people in the context of the Anglophone crisis, starting humanitarian activities in January 2019. DRC operates in the divisions of Meme, Fako, Kupe-Manenguba and Ndian with an office in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas to meet people’s basic needs for food, shelter, and NFI, while improving the protection environment and providing income-generating opportunities.

In 2023, DRC expanded its activities to the Far North of Cameroon to provide a protection, positive peace, governance, and economic resilience response to the multidimensional and interconnected crises affecting the region.

2. Purpose

Based in Yaounde, the HR and Admin assistant will support in the execution of HR tasks and maintenance of staff information in compliance with administration procedures of DRC, local policies and procedures and in adherence to national acts and legislation

3. Duties and Responsibilities

The main responsibilities and expectations for this position are:

  • Drafting staff and casual Labor Contracts
  • Support with printing of employment contracts from bases
  • Take charge in updating personal staff files
  • Follow up on leave plan and leave request
  • Create staff accounts and add new staff details in Dynamics following changes
  • Submit monthly HR reports for the Coordination office.
  • Support the HR Manager and hiring managers in recruitment processes
  • File documents from the recruitment properly on SharePoint.
  • Advertise vacancies in time and according to the Recruitment Authorization
  • Takes lead to follow up with the processing, renewal and extension of residence permit for expats.
  • Take lead on visa request for expatriate staff
  • Collaborate with Logistics in organizing Seminars, meetings and other events at location.
  • Assist in enquiries from visitors
  • Manage the log book for incoming and outgoing mails and follow up on reference numbers
  • Assist with taking minutes of the events if required.
  • Support with HR audit if needed.
  • Prepare monthly payroll, pays lips and file online and offline all signed copies
  • Archive CNPS and Tax declaration documents for the whole mission online and offline
  • Support with HR functions on staff training and development
  • Perform other duties and HR functions as assigned by HR Manager

4. Required Qualifications

  • Bachelor’s Degree/HND
  • Intermediate level training in HR
  • At least one-year work experience in field of Human Resources and Administration in an NGO/Commercial sector.
  • Hands-on experience/skills in MS Office applications (Excellent computer skill)
  • Ability to work under pressure to deadlines and stress.
  • Ability to work independently on his or her own initiative with problems solving skills
  • Strong team and interpersonal skills

  • Employee should not engage in any activity that could harm DRC or the implementation of any project during the DRC contract period.
  • Employee should not give interviews to the media or publish project-related photos or other material without prior authorization.
  • Employee shall return all borrowed equipment for the project to DRC after the end of the contract period or upon request.

Income Generation: Business training and SME development, business grants, life-skills training, literacy and numeracy training, vocational training, micro-credit loans, savings groups, group enterprise development and facilitation.

Coordination & Operational Services: Coordination and management of refugee and IDP camps, active participation in UN cluster coordination, humanitarian surveys and studies, facilitation of NGO Networks focused on displacement solutions, capacity development, training and support to local NGOs, secondment of experts to UN emergency operations worldwide

Community Infrastructure & Services: Provision of physical infrastructure like roads, bridges, community centres, irrigation systems or other community structures, facilitation and training of infrastructure management groups at community level, facilitation and funding of community development plans, initiatives for disaster risk reduction at community level.

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.

Armed Violence Reduction (AVR): Education in procedures for safe storage and safe handling of small arms and light weapons (SALW), capacity building of institutions for safety, local and community level conflict management and mitigation.

Water, Sanitation & Hygiene (WASH): Emergency water supply, hygiene item distribution, hygiene information and education, construction of latrines, installation water points, wells and water storage. Water purification.

Education: Education grants and fee support, school feeding programmes, teacher training and support, school materials provision and construction or rehabilitation of school structures.
