In Mozambique, we are working to eradicate early marriage and early pregnancy through projects that focus on adolescent girls in Inhambane Sofala, Nampula and Cabo Delgado provinces. These projects are programmed along our three strategic pillars: Girl Education, Sexual Reproductive Health Rights, Youth Economic Empowerment and climate change. Our work is gender transformative and includes influencing work at national and sub-regional level.

Purpose

The Business Development Officer coordinates successfully various aspects in fundraising, particularly coordinating bids development, proposal writing and donor scoping, under the guidance of the Business Development Manager. Coordinating, challenging and aligning a range of financial, technical, business development and programme inputs, and producing a high-quality proposal for development, humanitarian nexus to development and emergency programs that satisfies Plan International’s strategy and procedures.

  • Typical Office environment with 10% travel in Plan Mozambique’s program areas.

Accountabilities and MAIN WORK ACTIVITIES

  • Engage with the programme team (both technical and leadership positions) to guide the swift design and development of programme concepts and proposals;
  • Work closely with Business Development Manager and supporting National Offices to ensure proposals address strategies, compliance and concerns of donors, to support proposal development;
  • Ensure adherence to Plan’s procedure and guidelines in proposal development;
  • Work to strict deadlines coordinating with multiple stakeholders and coordinating input from local and international partners, be they public or private, for the support of proposal development;
  • Ensure that each proposal submission is fully costed based on the cost recovery policy
  • Ensure high-quality and timely production of development, humanitarian nexus to development and emergency project proposals in a range of technical areas;
  • Ensures proposals are in line with PIMz CS, capacity and capability;
  • Proposals are in line with Plan International’s global standards on CCCD, gender marker, youth and inclusion.
  • Prepare thematic area capacity statement to support fundraising;
  • Up-date donor mapping package on regular basis;
  • Support proposal data assessment team at the field level;

Other Responsibilities

  • Within the scope of the role, there will be additional assignments as needed.

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in the area of work.
  • Ensures that Plan Mozambique contributes to Plan International’s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

Technical expertise, skills and knowledge

Qualifications/ experience essential:

Knowledge

  • BA degree in Social Sciences or any relevant area.
  • A minimum of 1 year of experience in proposal development or fund acquisition responsibilities, and at least 2 years of work in the development sector working
  • Knowledge of bid development process
  • Good command of proposal formats
  • Capacity to work in a multi-sector team, including coordinating technical input into proposals;
  • Ability to work with staff in country and NO staff remotely in writing and where necessary revising proposals.
  • Familiarity with key development and humanitarian donors

Skills

  • Good writing skills and ability to search on internet for relevant information
  • Ability to synthetize and analyse complex data or comprehensive information
  • Well organised, able to work to deadlines, prioritise and manage tasks, with a strong eye for details
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community
  • Computer literacy with advanced skills in Microsoft Word, Excel, PowerPoints
  • Fluency in written and spoken English language
  • Results oriented and metrics driven;

Plan International is an international organisation or development which works in 51 countries across Africa, the Americas, and Asia to promote the safeguarding of children.It is a nonprofit organisation and is one of the world's largest organisations based on children, it works in 58,000 communities with the help of volunteers to improve how 56 million children live.
