role PURPOSE
The Child Protection in Emergencies Specialist will provide technical support to all CPiE projects responding to Cyclone Idai.
The CPiE Specialist provides technical assistance to program staff and partners through capacity building of Plan International staff and partners, overall implementation of CPiE prevention and response programming, ensuring quality programming through developing tools and resources, monitoring and evaluation and learning, and representing the organization in sub-regional coordination mechanisms.
The position will work closely with other sectors within Plan International and humanitarian partners.
Accountabilities
Assessment
- Designing assessment methodologies and tools for new or changing situations. Undertake intervention/issue specific assessment as necessary.
- Assist in conducting community mappings, identification of needs and risks of children in target communities
- Participating in joint/inter-agency assessments through coordination mechanisms and supporting partner assessment as needed.
- Ensure that issues of gender, safeguarding and conflict sensitivity are factored into the design of assessments and trainings.
Program Design and Implementation
- Work in close collaboration with other program specialists to ensure that emergency interventions are integrated and link to longer term programming.
- Ensure that issues of gender, safeguarding and conflict sensitivity are factored into the design of interventions and trainings.
- Provide capacity building of Plan International and partner staff on essential components of CPiE programming such as Child Friendly Spaces, Psycho-social Support, Community Based Child Protection, Case Management and other strategies as relevant.
- Ensure programming meets Child Protection Minimum Standards in Humanitarian Action, SPHERE Standards, and other relevant international standards for protection response.
- Develop relevant tools, guidelines and standards as appropriate. This may also include the development or adjustment of national/international training materials.
- As necessary provide technical leadership and support on Gender Based Violence programming such as Women’s Friendly Spaces, provision of Dignity Kits, and strengthening referral mechanisms.
Monitoring, Evaluation and Learning
- Support the development of M&E plans for CPiE in collaboration with M&E Officers/Managers
- Develop tools for collecting baseline/endline and measurement tools appropriate to the context and using participatory methodologies to engage children and young people
- Conduct M&E activities in partnership with M&E Officer including learning workshops and compilations of lessons learned and case studies
- Support feedback and complaint mechanisms and ensure there are opportunities for children to engage with the mechanism
- Ensure accurate and on time reporting of CPiE activities in accordance with donor compliance
Team Management
- Provide technical support and dotted line supervision to the CPiE staff of local partner, AJOAGO.
- Ensure AJOAGO staff understand key program deliverables, have the technical skills to implement according to standards, and provide all necessary coaching and support to ensure timely deliverables and donor compliance.
- Provide feedback on performance to staff, including methods to improve, and input into performance management through AJOAGO management.
Coordination
- Represent Plan International Mozmabique in humanitarian coordination mechanisms related to protection such as the Protection Cluster, Child Protection sub-Cluster, and the GBV sub-Cluster at the Beira level (when possible).
- Provide regular updates to the national CPiE Advisor and emergency team on progress, priorities and constraints.
Child Protection
Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge
Essential
- At least 3 years’ experience in Child Protection programming
- Proven experience in capacity building and implementation and CP projects
- Demonstrated strong coordination, teamwork and planning skills with proven ability to function effectively with multiple counterparts in NGO sector.
- Excellent written and verbal communication skills in English and Portuguese
- Knowledge and skills: General knowledge and understanding of Humanitarian Principles, CPIE Minimum standards, Gender Based Violence in Emergencies Guidelines, Core Humanitarian Standards, SPHERE and other relevant international standard for humanitarian response
- General implementation experience in a managing role in humanitarian response
- Ability to work effectively with diverse international teams.
- Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform.
- Proficiency in word processing and Microsoft Office
Desirable
- Bachelors’ degree in Development Studies, Project Management, Social Science
- Related field and experience at an NGO (at least 3 years) humanitarian response experience a plus.
- Experience with project management and donor compliance
- Experience implementing complaints and feedback mechanisms into a response
- Experience of community-based protection mechanisms, outreach activities and awareness raising
Annual remuneration – 2,100,000.00MT
