role PURPOSE

To ensure efficiency and effectiveness in collecting data from Plan international’s program/project stakeholders in the North West and South West Regions of Cameroon in close collaboration with the Monitoring, Evaluation, Research and Learning Team.

Dimensions of the Role

The Enumerator (or data collector) works under the supervision of the MERL Unit. He/she also works closely with the Field Assistant during his/her work in the field. He/she is primarily responsible for timely collection of data during selected exercises, including quantitative or qualitative data collections through structured or semi-structured interviews with representative samples of target populations

Accountabilities

Main duties and responsibilities;

  1. Actively participates in initial training on selected data entry technology and data collection tools, takes part in the testing of the data collection tools and elaborates appropriate translation to local language if needed.
  2. Assists in the validation and adaptation of data-collection tools and performs data collection as instructed by Project Manager: field and/or phone via structured (or semi-structured) and in-depth interviews and field visits and observations. Ensures quality of data and other information collected in the field and/or via remote means of communication.
  3. Captures data using digital data entry technology provided and accurately enters data daily and saves them in the given platform.
  4. Develops relationship of trust and safe space during data collection exercise with respondents; follows confidentiality and security procedures to ensure respondent privacy is protected.
  5. Identify and report any challenges faced that could affect the quality of the data and documents them.

Success metrics:

  1. Data collection conducted timely, with quality and achieving all the expected results.
  2. Daily submission of reports with clean data records
  3. Adhere to Plan International’s principles on safeguarding and young people during data collection

Dealing with Problems:

  1. Complexity of problems handled & the degree of investigation, analysis, & creative thinking required to solve them.
  2. Ensure SOPs are respected
  • Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Qualification and Experience

  1. At least GCE O/ Level or its equivalent
  2. Should be between 18 and 35years old
  3. Demonstrates good knowledge of information technology
  4. Minimum of 6 months’ work experience in data collection, research and evaluation
  5. Mastery of the NW/SW context.
  6. Mastery of data collection tools
  7. Ready to do field work with vast experience field work
  8.  More than 6 months experience with data collection related work.
  9.  Must be resident in the aforementioned communities of the Northwest region

Demonstrated behaviours needed by the post-holder to successfully perform the role:

  1. Have basic computer knowledge and skills with mastery standard software (Word, Excel, PowerPoint…);
  2. Ability to speak, read and write English as well as pidgin English
  3. Good community/local language communication skills

  1. Maintain neutrality to the on-going crisis.
  2. The job requires intense interventions on the field, in areas often at risk. This requires prudence, vigilance and compliance with security instructions on the part of the enumerator.
  3. Excellent and creative leadership skills in implement the activities, in accordance with the standards, principles and with possible resistance from colleagues as is often the case in emergency response work 
  4. S/he should have the ability to work with tight deadlines and accept travels/stays in areas often austere.

When they witnessed the conflict change the lives of children, they founded ‘Foster Parents Plan for Children in Spain’, which would later change its name to Plan International. Set up in 1937, the organisation provided food, shelter and clothing to children whose lives had been destroyed by the war.
