Position Description

Plan is seeking applicants for a proposed M&E Manager for USAID’s anticipated Women’s Empowerment program in Egypt, an agreement with an expected budget of $25 million over 5-years with an estimated start date of December 2019.

This activity will support a comprehensive effort to assist Government of Egypt efforts to combat gender-based violence and trafficking in persons. This will include support for the Government of Egypt’s efforts to combat the sexual exploitation of girls in the form of early child and seasonal marriages. This activity will expand services for victims of gender-based violence and trafficking; policy and legal framework support efforts; and community awareness-raising activities to reduce public acceptance of early child and seasonal marriages.

The M&E Manager will lead the development and implementation of the project’s Monitoring and Evaluation Plan and coordinate systems to collect and analyze data on inputs, outputs, outcomes, and impact of the project. S/he will coordinate with the project technical experts and contribute to the development of annual work plans and routine performance reports. This position is contingent upon award of the project by the donor.

Responsibilities

  • Develop and manage project M&E systems and ensure program quality.
  • Oversee the design and coordination  of project research studies
  • Lead the development, implementation of the project’s M&E plan and annual review of the M&E plans.
  • Qualitatively and quantitatively monitor progress toward achievement of results, outcomes and activities.
  • Propose and implement learning approaches for research and M&E findings for the timely adjustment of project activities and to inform future program development
  • Develop project-wide mechanisms to measure and document progress on indicators and achievement of targets, lessons learned and best practices, and dissemination of results.
  • Collaborate with program staff, relevant government agencies, and other stakeholders to collect and analyze primary and secondary data to inform project progress and the development of annual plans.
  • Conduct supervisory visits to field sites – including those of sub-grantees – to observe, monitor, and provide guidance and support to ensure that quality data is collected and analyzed regularly and effectively.
  • Recruit and supervise consultants for baseline, mid-term, and end of project evaluations and ensure that their work is of high quality and produced within agreed upon deadlines.
  • Contribute detailed and accurate technical deliverables and reports to fulfill USAID reporting requirements.
  • Supervise a team and oversee implementation of annual program work and plans.
  • Liaise and coordinate with related projects and activities ongoing in Egypt including Plan’s ongoing programs.
  • Ensure Plan’s Safeguarding Children and young people Policy, Guidelines and MERL Policy Standards are adhered to during project implementation

Key Qualifications and Skills

  • Advanced degree in statistics, mathematics, social sciences, public health, business, informatics, international relations or a related field;
  • Extensive experience in research, planning, and monitoring of grant donor-funded projects.
  • Significant experience monitoring and evaluating USAID funded projects.
  • Demonstrated experience in developing and implementing comprehensive M&E systems, especially for grant-funded projects.
  • Demonstrated ability in management, analysis, and processing of data to inform project planning and M&E.
  • Demonstrated knowledge of ADS 203 – USAID Performance Monitoring and Evaluation (If Applicable).
  • Proven ability to prepare clear, concise reports with graphics; extraordinary attention to detail.
  • Demonstrated knowledge about gender and development, and experience and proficiency in monitoring and evaluating programs that mainstream gender.
  • Proficiency in Microsoft Office suite, including Word, Excel, and Outlook.
  • Work experience in Egypt and/or MENA highly preferred.
  • Excellent English oral and written communication skills
