Purpose

Under the supervision of the Finance and Administration Manager, the Senior Accountant will be responsible for accounting services of the organization, ensuring that all financial resources that come into the organization are recorded, tracked, and accounted for and used in fulfilment of the core mission of the organization.

Duties

  • Manage the accounting function by reviewing transactions and ensuring that they are approved and recording them on an accurate and timely basis.
  • Advise vendors and service providers in matters relating to the processing of their invoices for payment.
  • Manage the accounts payables, accounts receivables and monitor construction retention fee balances.
  • Review Sun database to ascertain the integrity of data posted into General Ledger and subsidiary ledgers.
  • Assist Finance manager in payroll preparation for the branch office.
  • Prepare and import journals into the Financial Management System.
  • Prepare monthly bank reconciliations and have them signed by the National Director.
  • Ensure that internal control processes and procedures are upheld in the processing of financial transactions.
  • Produce financial reports such as project budget versus actual for internal users such as the budget holders and internal reports to management to guide decision making and program activities.
  • Support in the development of the annual budget by providing accurate grants fund reconciliations to help confirm funds balances available for the annual budget.
  • Implement financial and cash management policies and enhance staff awareness and compliance with the policies in their project activities.
  • Process petty cash reconciliation on monthly basis or at the point of replenishment and produce petty cash count at the end of the quarter.
  • Maintain sufficient transaction supporting documentation for payments, journal, reconciliations and funds transfers.
  • Support the month-end routine and end of quarterly reporting process, including depreciation, bank reconciliations, balance sheet accounts reconciliations, revaluation, and preparation of financial statements for donors and HFHI.
  • Support in the preparation and facilitation of end of year audit including providing auditors with required transaction documents and running the year-end adjustments and post audit adjustments.
  • To advise on the appraisal and evaluation of procurement bids on the basis of financial and non-financial criteria, coordinating and documenting the process to maintain robust and transparent records in accordance with the HFHCI Procurement Procedure.
  • Carry out other duties as may be assigned by the supervisor.

Qualifications

  • University Degree in Commerce, Finance, Business Administration or similar fields.
  • Professional accounting qualification such as a Certified Public Accountant or ACCA.

Experience, Knowledge, Skills & Abilities Required

  • At least 5 years of working experience in a busy accounting environment, with at least the last 3 years having been spent in an NGO environment, with demonstrated understanding of regulations guiding donor-funded projects (e.g. USAID, DFID, EU etc.)
  • Working knowledge of accounting theory and financial analysis required.
  • Experience in data entry skills and financial reporting.
  • Experience in use of computerized accounting systems, preferably Sun system.
  • General ledger, payroll and Accounts Payable management experience.
  • Experience in preparing and facilitating quality assurance experts or auditors.
  • Ability to communicate clearly in English and French both orally and in writing.
  • Excellent organization skills and ability to exhibit accuracy and attention to detail when handling finance matters and data.

  • Good computer skills and In-depth understanding and proficiency in the use of Microsoft Word and Excel. Microsoft Access abilities preferred but not required.

  • Possession of the attributes of confidentiality and honesty.

Key Performance Measures/Indicators

  • Timely preparations of reconciliations
  • Monthly and quarterly financial reports are submitted to the management and donors on a timely manner.
  • Timely update and submission of internal financial reports.
  • Payments processing done in a timely and complete fashion.
