Purpose:  How does this post support Plan’s strategy and mission?Working in 50 developing countries across Africa, Asia and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits  by increasing its income, working in partnership with others and operating effectively. Plan is committed to responding to children affected by emergencies in the countries of our operation.

 

Given the current humanitarian crisis in the Far-North Region of Cameroon Plan International is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Child Protection, Education, WASH, NFIs, Livelihood and Food Assistance & Nutrition and in coordination with all other humanitarian institutions.

Thanks to the financial support of UNHCR, the NGO insures the implementation of a project in the sectors of livelihood and education since January 2019.  Under this project, this position is responsible for the direct implementation of the livelihood activities at the field level.

 

Dimensions of Role:

This position is responsible for livelihood activities effective implementation in the field in accordance of Plan’s emergency child protection response in the Far North Region of Cameroon. The Livelihood Field Animator will provide effective capacities and technical implementation, monitoring and evaluation of livelihood related activities at the field level, particularly in the domains of livestock, farm production (agriculture), income generating activities (small enterprise, craft…), professional training, microfinance…. S/he will ensure, closely with the Livelihood Officer, Project Coordinator and other Emergency Response Team members, all livelihood activities implementation in the refugee camp and in host communities. The Livelihood Field Animator will work directly with community relays to ensure implementation of the planned activities. S/He will participate in the technical co-ordination of the UNHCR Project, support and advocacy with livelihood and environment protection group, the local public services, the local communities leaders and other stakeholders and technical agencies relevant to the sector to ensure effective, organize animation on communities resilience and livelihood in the target area, identification proportioned and quality response of Plan, evaluation, documentation and follow-up of livelihood.

The Livelihood Field Animator will be based at the area of Maroua Programme Unit, specifically at Mokolo Council.

Responsibilities and Tasks

 

1.     Assessment

 

  • Provide leadership and expertise in the baseline and endline assessment of the UNHCR project
  • In collaboration with Livelihood Officer, support to conduct specific analysis related to the livelihood sector or to other sectors if necesary

 

2.     Program Design

 

  • Contribute in all data collection process on the field on the sector of livelihood and others sector of Plan intervention in the Far North in the respect of the Plan’s guidelines and international Child protection standards

 

3.     Response Management and Implementation

 

  • Work closely with the UNHCR implementation team to ensure that the implementation of relevant activities are planned and implemented in a phased and prioritised manner in full consultation and co-ordination with all relevant agencies both governmental and non-governmental.
  • In collaboration with the direct supervisors, ensure that all the aims and objectives of the overall livelihood program are achieved in time;
  • Ensure that issues of protection, gender, livelihoods, DRR, operation and maintenance are factored into the project implementation
  • Ensure PLAN’s guidelines and Sphere standards both qualitative and quantitative are considered
  • Support the creation of news IGA groups, the training and regularly follow-up of IGA Livelihood groups as basis for livestock or farm production (agriculture, gardening, etc…),
  • Support and facilitate the various activities of capacity building of refuges and host communities (training on basic entrepreneurship and social life, recycling/training  of IGA Livelihood groups, mainly groups on the domain of livestock, agriculture, gardening)
  • Facilitate the acquisition of arable land and promote join agriculture activities by both refugees and host community members;
  • Support IGA for common initiative groups
  • Work in close collaboration with the government entities in charge of self-resilience
  • Promote of peaceful coexistence in the implementation of livelihoods activities on the field.
  • Ensure children and youth, gender, and disability issues are fully considered throughout the project cycle with women & children being enabled to influence decision- making around nutrition and /or food security issues.
  • Ensure early and rigorous implementation of quality and accountability mechanisms.
  • Comply with Plan’s Child Protection Policy at all times to safeguard and protect the child at all times without any reports or incidents of child abuse,
  • Comply with Plan’s Fraud Policy at all times to safeguard and protect Plan’s assets and reputation of honesty,
  • Perform any other duties to be assigned to support the attainment of organizational goals.

 

4.     Monitoring,  Evaluation, Accountability and Learning

 

  • Make field visits in the refugee camp and in host communities basis of weekly plan to ensure and monitor implementation of activities, identify and report to Livelihood Officer opportunities and constraints and any adjustments needed ,
  • Tap lessons learned from the project to improve subsequent projects,
  • Collect data and reports from the Community relays and submitted on weekly to Livelihhod Officer the reports of activities,

 

 

5.     Information and Co-ordination

 

  • Provide regular updates to livelihood Officers Project Coordinator and emergency team on progress, priorities and constraints – verbally and in writing on an agreed frequency,
  • Ensure Plan International represent in the Camp and Coordination Meeting, in the Sub-sector of Livelihood in the camp and Support the implementation of Plan representation in any relevant cluster
  • Contribute in the briefing updates and reports drafting on sectoral activities/strategies to donors and other stakeholders,
  • Submit on weekly basis the situation report.

 

 

6.     Human Resources and Administration

 

  • Participate in the training and briefing of PLAN staff and stakeholders on livelihood,
  • Supervise and ensure strong coordination of community relays

Knowledge, Skills and Behaviours Required to Achieve Role’s Objectives:

 

Knowledge

  • Be a holder of GCE Advanced Level. A degree in agriculture, livestock or related field with good knowledge of Livelihood strategies in emergency can be an advantage;
  • Be able to speak one of the local languages mostly the Fulfulde, Haoussa, Kanuri language.
  • At least 1 year practical working experience in emergency or with a developing organization.
  • Practical and relevant experience of operating in emergency.
  • Good knowledge and understanding of humanitarian principles and established international child protection standards is an asset.
  • Demonstrable technical expertise in the farm production (agriculture, gardening, etc…) and in the livestock activities implementation.
  • Excellent written and verbal communication skills.
  • Experience in the Far North of Cameroon is an asset.
