DEPENDING ON AVAILABILITY OF FUNDING

JOB SUMMARY

The Livelihood Program Manager will provide strategic leadership, overall management, and technical guidance for the Samaritan’s Purse livelihood program, ensuring a coordinated and integrated implementation across departments and stakeholders. This role is responsible for delivering program objectives while ensuring that all livelihood interventions align with Samaritan’s Purse’s organizational strategy, donor requirements, and applicable local regulations. Key responsibilities also include leading assessments and surveys, developing program workbooks and tools, preparing project proposals and reports including program indicators and means of verification to support effective implementation.

KEY RESPONSIBILITIES

• Lead and manage livelihood activities across the program area, ensuring quality, timeliness, and compliance with organizational standards.
• Lead the development of project proposals, implementation plans, technical tools, and donor reports, ensuring they are high quality and submitted on time
• Supervise, mentor, and build a cohesive livelihood team to promote high performance and collaboration.
• Prepare district (Woreda) profiles and socio-economic maps to inform program planning and implementation.
• Ensure all trainings, events, and program activities are appropriately documented with supporting evidence.
• Prepare comprehensive work plans and technical reports, including weekly, monthly, semi-annual, annual, final, baseline, and post-intervention reports.
• Monitor project performance by comparing intervention results against baseline data and documenting quantitative and qualitative achievements.
• Document best practices, lessons learned, and success stories that demonstrate project impact on target communities.
• Facilitate staff capacity building on log frames, workbooks, SP standard indicators, and other program management tools.
• Develop and maintain standard livelihood validation tools, beneficiary counting methodologies, and related program documentation.
• Collect, analyze, and maintain baseline data to support intervention design, monitoring, and evaluation.
• Support Monitoring and Evaluation activities, including SPRS data entry, data validation, baseline and end-line assessments, report preparation, and the development of Terms of Reference (TORs) for external assessments.
• Oversee financial transactions, including PARs and cash flows, to ensure accurate and accountable project financial management.
• Coordinate closely with Finance, Logistics, Human Resources, and other departments to ensure efficient, transparent, and integrated program implementation.
• Carry out additional tasks and responsibilities with a generous and serving spirit for the benefit of Samaritan’s Purse.
• BA/BSc or MA/MSc degree in Social Science fields, International Development, Agriculture, Economics, Disaster risk management or related relevant field of studies
• Minimum 5 years of related experience and/or training; or equivalent combination of education and experience.
• Field level project management experience in livelihoods and/or development work preferred
• Proficiency in English and Amharic
• Knowledge of the regional language required
• Knowledge of any other national language is a plus

EDUCATION / EXPERIENCE NEEDED

• BA/BSc or MA/MSc degree in Social Science fields, International Development, Agriculture, Economics, Disaster risk management or related relevant field of studies
• Minimum 5 years of related experience and/or training; or equivalent combination of education and experience.
• Field level project management experience in livelihoods and/or development work preferred

LANGUAGE

• Proficiency in English and Amharic
• Knowledge of the regional language required
• Knowledge of any other national language is a plus
