We are looking for highly qualified, self-motivated Protection Technical Coordinator able to work with diverse teams of both national and international staff as well as local government authorities, UN agencies, I/NGOs and other partners under difficult, stressful and sometimes insecure conditions.

Who are we?

The Danish Refugee Council (DRC) and Danish Demining Group (DDG) is a humanitarian, non-governmental, non-profit organization founded in 1956 that works in more than 30 countries through-out the world, including South Sudan. DRC/DDG fulfills its mandate by providing direct assistance to conflict-affected populations, including refugees, internally displaced people and host communities. Under its mandate, the organization focuses on emergency humanitarian response, rehabilitation, post-conflict recovery and humanitarian mine-action.

Danish Refugee Council (DRC) in conjunction with Danish Demining Group (DDG) has been operating in South Sudan since 2005 initially concentrating on providing safe and supportive conditions for refugees returning from neighboring countries after the Comprehensive Peace Agreement was signed.

In 2012 – 2013, DRC opened its operations in Upper Nile and Unity States to respond to the large influx of refugees coming from Blue Nile State and South Kordofan (Sudan). In addition to the refugee response and since 2014, DRC has been then actively engaged in responding to the humanitarian needs of IDPs affected by the internal conflict through the provision of integrated approaches.

With a total of 450 national staff, 60 expatriate staff and an annual budget of USD 20 million, we are currently implementing multi-sectorial interventions through the provision of humanitarian services focused on CCCM, Protection, SGBV, FSL, Shelter and Infrastructure to both internally displaced persons and refugees across 5 field sites (Ajuong Thok, Bentiu, Maban, Malakal and Melut).

About the job

Reporting to the Deputy Country Director Programme, the Protection Technical Coordinator will provide strategic vision and sectorial technical support to DRC Protection Teams (managers, officers) and Area Managers, with a view to ensure that DRC provides a high quality Protection response across its intervention areas.

The Protection Technical Coordinator will be responsible for developing the DRC Protection country strategy for South Sudan in coordi-nation with the field teams, the Protection Cluster and the DCD Programme. The role also involves developing relevant sector strate-gies including short, medium and long-term strategies in alignment with the overall country strategy and minimum humanitarian and sector relevant standards.

One of the key role of the Protection Technical Coordinator is to constantly improve programme quality and relevance. This can be done by designing Protection tools based on needs identified in the field, developing innovative approach, troubleshooting issues arising in areas, compiling lessons learned and promoting best practices across sites. While the Protection Technical Coordinator does not directly manage the Protection teams and are not directly in charge of project implementation, they are responsible for the men-toring, capacity building and training of Protection managers and officers based on technical needs identified amongst the staff.

The Protection Technical Coordinator ensure a close collaboration and strong relations, as required, with clusters, donors and other Protection partners. The Protection Technical Coordinator identifies funding opportunity for DRC in Protection and ensure their embod-iment via submission of proposals in collaboration with the DCD-P, Grant M and field staff. The Protection Technical Coordinator support on networking and partnership development, will attend the national Protection cluster, key sector forums and other relevant working groups, ensuring information flow to and from field sites.

Main Responsibilities and tasks

To achieve the objectives of the position, the Protection Technical Coordinator will perform the following tasks and under-take the following responsibilities;

Programme strategy development:

Develop DRC Protection country strategy in coordination with the DCD Programme and in consultation with South Sudan Pro-tection Cluster and support DRC field teams with local strategy development;

Produce guidelines on DRC strategy and its operationalization in the field for the sector managers.

Provide inputs to, and advocate for, mainstreaming protection in proposals and interventions; Develop and roll out protection mainstreaming strategy for DRC’s programme;

Maintain up to date knowledge of protection issues in South Sudan and share this information with teams and senior man-agement as appropriate; Provide high level technical advises to DRC Head of Programme and Country Director to support DRC strategic directions in terms of Protection

Define DRC South Sudan standards of quality, operational procedures, standard FSK tools and standard implementation plans. Ensure their implementation across all DRC PROTECTION activities in all locations;

Identify axes of improvement on the quality and impact of DRC Protection programming in South Sudan and develop innova-tive approaches – produce guideline to implements these improvements and innovations.

Identify opportunities and facilitate strategic assessments in the field in coordination with the DCD Programme, MEL Man-ager and Sector Managers in the field. Participate in assessments when required;

Contributing to Protection proposal development, providing strategic direction, innovative approaches in consultation with DRC Grant Managers and Sector Managers. Support the Grant Manager in the definition and description of Protection activi-ties, on the preparation of log frames with SMART indicators and on the definition of the budget.

External relations:

Represent DRC in external meetings related to Protection, attend and engage in strategic discussions during the Protection national cluster meetings; Advocate and guide advocacy on protection issues;

Present DRC Protection strategy, innovative approaches, assessment outcomes, or/and key achievement in donor meeting or/and in National and State Cluster meetings;

Establish links with all Protections actors and stakeholders;

Stay up to date with donor strategies and practices within South Sudan and provide technical backstopping to the Deputy Country Director Programme in donor relations;

Maintain close collaboration and good relations as required with donors and other partners.

Identify funding opportunity for DRC in Protection.

Staff capacity building & HR:

Identify axes of improvement and potential gaps in technical capacity of DRC staff

Prepare a training plan to build the capacity of DRC PROTECTION staff, in coordination with DRC Camp Managers.

Ensure roll out of the agreed Training plan in all sites including preparation of materials and training reports and follow up to the trainings.

Ensure training and capacity building of all DRC staff on Protection mainstreaming;

When required, support on recruitment by providing technical questions and support to interviews for protection interna-tional and national staff;

Provide input in revised job descriptions if needed;

Technical advice & quality:

Provide technical support and advices to Protection managers and Protection staff on implementation of Protection activi-ties;

Provide guidance on development of new Protection activities;

Promote a participatory approach (engagement of affected population) and sustainable approach to Protection in the DRC programmes;

Ensure that DRC’s protection programming meets accountability obligations and carried out in accordance with the HAP Standard for Humanitarian Accountability and Quality Management (ref. Programme Handbook Annex 15 and related tools).

Ensure that DRC Protection programme meets overall program quality and learning standards. Ensures support to Protection staff with guidelines on quality, impact and accountability.

Coordination and Information sharing

Develop and strengthen a protection data collection and management system in close collaboration with DRC protection Managers

Strengthen Protection programmatic synergies between DRC different implementation areas and between DRC’s different projects and donors

Facilitate communication and coordination between DRC PROTECTION staff based in different locations via information sharing, skype group, workshops and trainings. Ensure a strong information flow to and from field sites, including updates to and from the Protection Cluster;

Identify gaps and needs in Protection programme in DRC IDPs and Refugees sites;

Support the strategic planning and implementation of project activities related to Protection components of all projects;

Support sector managers in the creation and follow up of work plans for Protection activities across Protection projects;

Ensure link and integration of Protection activities with other DRC sectors (CCCM, Protection/SGBV, NFI/Shelter, WASH and AVR).

Support sector managers on donor reports preparation and review for Protection projects – review performance/progress assessments against pre-defined project objectives, outputs, activities and indicators;

Ensure quality of donor reports, advocacy notes and policy notes, other protection reports;

Ensure collection of lesson learned from ongoing project (in coordination with the MEL Manager) and promote learning from relevant best practices internally and externally via, information sharing, clear guidelines and training.

About You

To be successful in this role you must have:

Mandatory qualifications

At least 4 years’ proven and successful track record of humanitarian experience, including in a camp setting;

Degree in law, social science or social work;

Direct experience and/or broad knowledge of themes relevant to conflict-affected or post-conflict countries;

Strong knowledge of protection and Sexual and Gender Based Violence (SGBV);

Ability to work effectively as an integral part of multi-disciplinary, multi-cultural team and to work with a wide range of counterparts, and other partners;

Proven coordination skills;

Demonstrated experience in working to tight deadlines, and managing pressure;

Fluency in written and spoken English is essential;

Self-motivated and able to work with a minimum of guidance;

Very strong computer skills (Excel, Word, PowerPoint, and Outlook)

Desirable

Prior experience in South Sudan

Prior experience with UN cluster system

Knowledge of protection mainstreaming in camp management

Experience in accountability to beneficiaries and communication with communities;

We offer

Contract: 12 months contract renewable dependent on both funding and performance

Duty Station: Juba (roving to field locations)

Humanitarian Mine Action: Manual or mechanical mine clearance, clearance of former battle areas, education for affected communities – with special focus on children on how to avoid harm from mines and UXO, surveys of expected and confirmed mined or UXO areas, explosive ordnance disposal and stockpile destruction, capacity building of national demining institutions.
