Plan started working in Egypt in 1981 and has a presence in ten of the 27 governorates in which the country is divided: two urban (Cairo and Alexandria) and eight rural (Giza, Beheira, Kalyoubia, Damietta, Qena, Assuit, Sohag and Aswan). Plan Egypt’s work focuses on child rights, implementing programmes designed to enable communities to improve the lives of the most marginalised children and their families. Plan Egypt’s Country Strategy will commence in July 2022 and till end of June 2027. Through this five-year strategy, Plan International Egypt will aim to achieve the followings:

  • Promoting sexual reproductive health rights, services and facilities so that girls and women can realize their rights and grow up capable of making informed decisions and choices.

  • Creating economic empowerment opportunities and spaces so that girls, children and young people can overcome barriers that hinder their own development and continue growing up as empowered citizens capable of leading their own development.

  • Combating Violence against children, girls and women so that they can grow up in safe environments and actively participate in making positive and lasting changes in their lives and communities at large.

  • Strengthening the resilience, enhancing the preparedness and improving the response of the marginalized communities including refugees and migrants to climate change, crises and natural disasters. This will also include tackling the root causes of irregular migration.

  • Promoting the active engagement and leadership of young people including girls in decision making and inclusive spaces to foster sustainable changes in their lives as equal and empowered citizens.,

Purpose:

The sponsorship Manager “SM” is a leadership position within the Country Program Team who reports directly to the Head of Program-Strategy. The SM will assume direct responsibility and accountability for the effective support and oversight of sponsorship. Under the overall supervision of the Head of program Strategy and in close coordination with the Country Leadership Team, the SM will be leading the development and implementation of a highly critical milestone within the overall country strategy- Phase in and out action plan.

Dimensions of the role:

  • The post holder will report to the Head of Program Strategy, oversee the strategic and operational implementation of sponsorship commitments, processes, procedures and initiatives.
  • The post holder will have the overall accountability and responsibility of designing strategies, processes and initiatives that support the quality integration of sponsorship program within the overall country programs that Plan International Egypt will be implementing in the next five years.
  • Bringing innovation and creativity to sponsorship program in alignment with the global commitment and vision of Plan International to modernize sponsorship program.
  • Developing the relevant strategies, processes and piloting new initiatives to ensure that sponsorship program contributes to the overall commitment of Plan international Egypt to program quality, gender transformation, feminist leadership and inclusive programming.
  •  Lead the development and implementation of the phase in and out program strategy including quality communication with the national organizations, local stakeholders including sponsored children and their families.
  • Supervising the Sponsorship team at the CO (two staff) as well as providing overall strategic and technical support to the sponsorship team at the program units.
  •  Liaising with the national organizations and negotiating with them the assignment priorities for Plan International Egypt.
  • Develop the relevant caseload analysis, projections and budget trends and share with the CLT for decision making.
  • Developing the required narrative reports and supporting the financial ones.

Typical Responsibilities – Key End Results of Position:

Strategic Leadership (25%)

  • Lead the implementation of the sponsorship related aspects of the Country strategy.
  • Operationalize the strategy through annual and quarterly plans (including budget planning, capacity building programs, capturing the lessons learned and good practices from other countries, playing a proactive role in global and regional taskforces), undertake quarterly participatory review of the plans and budget and share quarterly report.
  • Develop innovative and tailored-made capacity building programs for sponsorship staff and provide strategic insights to the ones designed for local community volunteers.
  • Work together with other country program team managers to develop joint initiatives and programming that fosters quality sponsorship and program integration.

Adherence to Global Standards (25%)

  •  Ensure Plan International’s global sponsorship commitments are fully achieved and integrated within programming.
  • Update the CLT on key sponsorship strategic and operational trends and bring evidences to the table to influence decision makings.

Technical Support (25%)

  • Provide technical support to sponsorship teams across PAs to meet the global sponsorship KPIs on a monthly basis.
  • Develop technical capacity building programs and create spaces for sponsorship and program innovations.

Sponsorship Growth (10%)

  • Develop clear phase in and phase out strategies aligned to the country strategy
  • Establish, implement and monitor accountability standards of effectiveness and efficiency in the achievement of sponsorship goals

Maintain Basic Corporate & Program Requirements (10%)

  • Prepare SPAR and C/GMSC documents for each PA based on the business rules
  • Prepare quarterly sponsorship report as required

Compliance and Management of Risks (5%)

  • Risk Management: Ensure systems and processes are in place to identify and manage risks including developing, updating and submitting countrywide risk register to the RH in line with the Global Risk Management policy, and ensuring that risks are adequately identified, assessed, mitigated and reported on through risk registers at all levels in the country.
  • Policies and procedures: coordinates with relevant heads of Department/Section so that systems and processes are in place to comply with global policies, standards and procedures and legal requirements.
  • Loss and Incident reporting: report timely and consistently all losses and incidents, including updates, to the Global Hub and Regional Hub.

People Management

  • Ensure a smooth and optimized working and enabling environment across the sponsorship department that will enable excellent team work and contributions for a high performing team.
  • Ensure a smooth and productive working relationship with other departments and functions, particularly supporting her/his teams in enhancing collaboration with field offices.
  • Play an active role in the identification and recruitment of key programme staff, both at the CO and within the PUs working closely in the sponsorship program.
  • Provide leadership, coaching for results and support to the broader team as well as in their individual development and performance management.
  • Oversee the delivery of effective capacity building support to Plan staff and partners in key areas of programme management, including but not limited to gender transformation, influencing and rights-based approach.
  • Develop and manage a high performing team that delivers excellent technical work, using child centred, participatory and gender sensitive approaches in line with Global and Country Strategies

Reporting

  • Coordinate the reporting process, in particular quarterly and annual reports, to the RH including timely submission of all required reports and implementation of follow-up actions and recommendations.

Other

  • Ensure understanding and adherence by team members of Plan’s key policies, including but not limited to Child and youth safeguarding policy, gender equality and inclusion policy, Code of conduct, etc to be fully embedded in accordance with the principles and requirements of the policies including relevant Implementation Standards and Guidelines as applicable to her/his area of responsibility.

Data Privacy:

  • The post holder must be committed to Plan Global data privacy policy and internal Egypt guidelines. Also, the post holder will need to maintain and deal with the sponsorship data in accordance with the data privacy policy to avoid any breach of the policy and mitigate any risk to be identified.

Risk Management

  • Identify and manage project risks
  • Promote compliance with Plan Egypt and donor requirements and regulations in project implementation
  • Report possible project risks to Plan International Egypt colleagues in a timely and transparent manner.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan International’s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Leads the orientation of programme staff to ensure that they are properly inducted on and understands their role in upholding Plan International’s safeguarding and GEI policies;
  • Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work of Programme team;

Dealing with Problems:

The position involves a high degree of complexity in resolving a wide range of challenges which typically occur in the management of large departments encompassing a range of management lines, and a range of contractual obligations, including grant specific deliverables. The post holder will demonstrate an ability to solve problems, thinking strategically while introducing innovations as needed to meet the demands of a dynamic and sometimes unpredictable operating environment, but also ensuring that Plan’s systems and policies are adhered to. Physical Environment and Demands:

The position will be based in the Country Office (Cairo, Egypt) with frequent in country travel and some international travel.

Dealing with Problems:

The position involves a high degree of complexity in resolving a wide range of challenges which typically occur in the management of large departments encompassing a range of management lines, and a range of contractual obligations, including grant specific deliverables. The post holder will demonstrate an ability to solve problems, thinking strategically while introducing innovations as needed to meet the demands of a dynamic and sometimes unpredictable operating environment, but also ensuring that Plan’s systems and policies are adhered to. The post holder is expected to play a key role in optimizing overall organizational performance and enabling a high performing country team as a whole. This will require innovation, flexibility and the ability to promote change in response to specific challenges and circumstances which may arise. The role will be tasked with strengthening accountability, planning, management, adherence to policies and procedures, and promoting a culture that aims for the consistent delivery of results.

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:

Knowledge

  • Demonstrated knowledge as a result of study, training or practical experience in development, sociology, economics or related field
  • A minimum of 5-7 years proven progressive experience as a development professional in similar management management roles.
  • Demonstrated track record in driving change and enabling high performing teams, with the ability to lead, motivate and develop others.
  • Knowledge of development issues, trends, challenges and opportunities and their implications for sustainable community development and particular in the context of Egypt .
  • Good level of Knowledge of key programme areas including Child and youth safeguarding, gender equality, civil society strengthening  and sustainable development.
  • Experience and understanding of the concepts of sustainable community development and participatory approaches and practice in development interventions.
  • Proven understanding of “gender in development” concepts and the promotion of girls’ rights in the context of relevant International Conventions (Convention of the Rights of the Child, Convention for the Eradication of Discrimination against Women) and the Sustainable Development Goals (SDGs).
  • Knowledge of Egypt, the geopolitical factors affecting child-poverty in the country and the political, social and environmental opportunities for change.

Physical Environment and Demands:

The position will be based in the Country Office (Cairo, Egypt) with frequent in country travel and some international travel.

Level of Contact with Children:

Medium level: Occasional interaction with children
